Regarding this issue, LawNet would like to answer as follows:

On January 31, 2024, the Minister of Education and Training issued Decision 453/QD-BGDDT on the Plan to consolidate legislative documents, legal codes of the legal system and update documents on the National Legal Database under the responsibility of the Ministry of Education and Training in 2024.

Plan to consolidate the legislative documents of the Ministry of Education and Training for 2024 in Vietnam

The Ministry of Education and Training's plan to consolidate legislative documents in 2024 is as follows:

* Department of Legal Affairs

Preside and coordinate with relevant units under the Ministry to perform the following tasks:

- Review, monitor, and compile a list of legislative documents that need to be merged.

- Consolidate legislative documents that amend other documents and amended and supplemented legislative documents under the consolidation authority of the Minister of Education and Training to ensure content and technical accuracy according to the provisions of the Ordinance on consolidation of legislative documents.

- Submit to the Ministry's leaders to sign and authenticate the consolidated document, specifically as follows: (i) The Deputy Minister signs and promulgates the amended and supplemented legislative documents and, at the same time, authenticates the consolidated document containing the amended and supplemented legislative documents; (ii) For documents consolidating legislative documents of the Government and the Prime Minister under the consolidation authority of the Minister of Education and Training (Decree and Decision of the Prime Minister), the Deputy Minister assigned to be in charge of the amended and supplemented document or the amended and supplemented document (if the amended and supplemented document is drafted by another agency) signs and authenticates the consolidated document; (iii) In other cases, the Minister signs or authorizes a Deputy Minister to sign and authenticate the consolidated document.

- Coordinate with the Office to post consolidated documents on the Official Gazette, the Government's electronic information portal, and the Ministry's electronic information portal according to regulations.

- Handle errors in the consolidated document and make corrections in the Official Gazette according to regulations (if any).

- Develop a report on the implementation of consolidated legislative documents in 2024 of the Ministry; unscheduled reports (when required).

- Estimated budget to ensure the consolidation of legislative documents in the field of education in 2024; expenditure contents and expenditure norms are as prescribed in Joint Circular No. 192/2013/TTLT-BTC-BTP dated December 13, 2013 of the Minister of Finance and Minister of Justice on regulations on estimating, managing, using, and finalizing state budget funds to ensure the consolidation of legislative documents and legal codes of the legal system (Joint Circular 192/2013/TTLT-BTC-BTP) and related regulations, sent to the Department of Planning and Finance for appraisal and synthesis into the Ministry's 2024 budget estimate.

* Departments, Bureaus, Inspectorates, and Offices

- The unit in charge of drafting legislative documents that amend other documents and amended and supplemented legislative documents is responsible for coordinating with the Legal Department to consolidate legislative documents and related work according to the content in Appendix I attached to this Plan.

- Office: Post the consolidated document on the Ministry's electronic information portal; Send the consolidated document to the Government Office for posting on the Government's Electronic Information Portal and send it to the Official Gazette agency to publish the Official Gazette.
