On April 19, 2024, the National Committee for Digital Transformation issued Decision 58/QD-UBQGCDTS regarding the issuance of the Plan of activities for the year 2024 of the National Committee of Digital Transformation in Vietnam
The National Committee of Digital Transformation issued the Plan of activities for the year 2024 in Vietnam with the following objectives and requirements:
(1) Objectives
* General objectives
- Promoting the digital transformation of the country in an efficient and practical manner, making positive contributions, and creating breakthroughs for the socio-economic development of the nation; contributing to achieving the socio-economic development objectives for 2024 and the period of 2021–2025 set by the Government.
- Strengthening the guidance and management of digital transformation by the members of the National Committee of Digital Transformation (Committee), the Steering Committee of Digital Transformation of ministries, central authorities, and localities. Enhance the responsibility of organizations, individuals, especially the heads of administrative agencies at all levels, in implementing digital transformation.
- Organizing the synchronized and efficient implementation of the objectives and tasks in the National Digital Transformation Program by 2025, with a vision towards 2030, the strategies for developing the e-Government towards the digital Government, the strategies for digital economic and social development.
* Specific objectives
The specific priority objectives for implementing the digital transformation theme in 2024 "Developing a digital economy with four pillars: information technology industry, digitalization of economic sectors, digital administration, and digital data - Important driving forces for fast and sustainable socio-economic development" include:
- Promoting the development of 48,000 local digital technology businesses operating.
- 60% of businesses in industrial parks and export processing zones apply digital platforms in management and production to change production processes, business operations, increase productivity, efficiency, and reduce emissions.
- 40% of adults use online public services.
- Completing the deployment of 53 essential public services, specifically: 25 public services according to Resolution 06/CP (Decision 06/QD-TTg dated January 6, 2022) and 28 essential public services according to Decision 422/QD-TTg dated April 4, 2022 by the Prime Minister.
- 100% of the information systems for administrative procedures of ministries, sectors, and localities are connected to the monitoring system, measuring the level of service provision and usage (EMC system).
- 100% of the reporting information systems of ministries, sectors, and localities are connected to the reporting information systems of the Government, Information Center, the directing and coordinating body of the Government, and the Prime Minister.
- 100% of villages and communes with weak signals and already connected to the national power grid have broadband coverage.
- 100% of ministries, ministerial agencies, agencies under the Government, and People's Committees of provinces and centrally-run cities use the information security support platform according to their level.
(2) Requirements
- Align with reality, inherit and promote the achieved results, and make breakthroughs in digital transformation linked to the implementation of the socio-economic development tasks of the country.
- Mobilize all resources, the participation of the entire political system, people, and businesses in the implementation of digital transformation tasks; ministries, sectors, and localities must actively, proactively, and timely coordinate in the implementation work.
- Place people and businesses at the center of digital transformation; strengthen the work of inspection, measurement, monitoring, and urging the implementation of tasks.
