Recently, the Ministry of Finance issued Circular 30/2020/TT-BTC to provide guidance on certain provisions of Decree 30/2018/ND-CP dated March 7, 2018, of the Government of Vietnam, detailing the establishment and operation of the Asset Valuation Council; the order and procedures for asset valuation in criminal proceedings, and Decree 97/2019/ND-CP amending and supplementing certain provisions of Decree 30/2018/ND-CP dated March 7, 2018, of the Government of Vietnam, detailing the establishment and operation of the Asset Valuation Council; the order and procedures for asset valuation in criminal proceedings.
Circular 30/2020/TT-BTC stipulates that before conducting asset valuation, the Valuation Council must develop an asset valuation plan including the following basic contents:

- Determine the content requirements for asset valuation.- Identify policies, legal documents, and valuation methods to be applied for asset valuation.- Identify the necessary data and information for asset valuation, determine the available documents, the missing documents that need to be supplemented by the competent authorities, and the documents that need to be surveyed and collected to serve the asset valuation.- Determine the necessary time for asset valuation, identify the sequence of tasks to be carried out for asset valuation and the implementation progress.- Develop a plan for the specific assignment of tasks to the Council members and the Supporting Team (if any).- Identify tasks that require hiring valuation enterprises, organizations, or individuals with experience in consulting on the assessment of economic-technical status and other related contents for asset valuation (if necessary).- Prepare the cost estimate for asset valuation as prescribed.- Develop a program and plan for organizing the Valuation Council meetings and other contents (if any).
The Chairman of the Valuation Council approves the asset valuation plan. During the implementation process, the Chairman of the Valuation Council approves adjustments to the plan to suit actual arising situations (if necessary).
