Plan for training on digital transformation in Vietnam in 2024

The contents of the tasks in the Plan for training on digital transformation in 2024 for officials and public employees in state agencies, corporations, state-owned enterprises, media agencies, press agencies, and basic digital skills for the public are as follows:

(1) Evaluate the results of implementing digital transformation training courses for officials and employees of ministries, central and local authorities, corporations, and state-owned enterprises.

- Implementation period: 4th quarter of 2024.

(2) Continue to coordinate with ministries, central and local authorities, corporations, and state-owned enterprises to provide training on digital transformation for 100% of officials and employees.

- Training targets:

+ Leaders and members of Digital Transformation Steering Committees of ministries, equivalent agencies, agencies under the Government, and People's Committees of provinces and centrally-run cities.

+ IT personnel of ministries, equivalent agencies, agencies under the Government, Departments of Information and Communications of provinces and centrally-run cities.

+ IT personnel of state management units by sector, field of ministries, equivalent agencies, agencies under the Government, Departments, central authorities, and district-level People's Committees of provinces and centrally-run cities, and state-owned Corporations and Enterprises.

+ IT personnel of commune-level People's Committees.

+ Leaders and IT personnel in media agencies and press agencies.

+ Officials and employees in state agencies.

- Training courses:

+ Course 1: Overview of the National Digital Transformation Program.

+ Course 2: Fundamental knowledge of digital transformation.

+ Course 3: Digital data.

+ Course 4: Open data.

+ Course 5: Data and Databases in state agencies.

+ Course 6: Data synthesis and analysis platform.

+ Course 7: Data management.

+ Course 8: Data connection and sharing.

+ Course 9: Enhancing awareness of digital transformation and providing digital skills training for journalists and media workers.

+ Course 10: Management of investment for digital transformation, state budget use for information technology.

- Training format: Conduct online training on the MOOCs platform. Organize direct training in some localities (expected 6 localities) to gather feedback on the training program, combined with supporting and guiding localities to implement Project 146.

- Implementation period: 3rd and 4th quarters of 2024.

(3) Continue to provide free access to the open online learning platform for ministries, central and local authorities to conduct training on digital transformation for officials and employees according to the needs of the agencies and localities.

Implementation period: Until the end of 2024.

(4) Organize and coordinate the activities of the Digital Transformation Expert Network in central and local state agencies and state-owned corporations and enterprises.

- Establish and guide the operation of the Digital Transformation Expert Network in state agencies and state-owned corporations and enterprises based on expanding the team of 100 e-government experts.

Implementation period: 2nd and 3rd quarters of 2024.

- Build a platform to manage the activities of the Digital Transformation Expert Network.

Implementation period: 3rd quarter of 2024.

- Organize in-depth training on digital transformation and digital technology for the Digital Transformation Expert Network.

Implementation period: 3rd and 4th quarters of 2024.

- Develop content and maintain the operation of the Digital Transformation Expert Network on the platform.

Implementation period: Regularly throughout the year.

- Review and evaluate the activities of the Digital Transformation Expert Network in 2024 and propose activities for the Expert Network in 2025.

Implementation period: 4th quarter of 2024.

(5) Coordinate with units under the Ministry of Information and Communications to promote the implementation of digital transformation training for 100% of officials and employees on the MOOCs platform.

Implementation period: 3rd quarter of 2024.

(6) Coordinate with the Information and Communications Union to provide training and promote digital skills for members of the Union.

Implementation period: 3rd and 4th quarters of 2024.

(7) Continue to provide free basic digital skills training for the public on the open online learning platform and through the activities of the Community Digital Technology Team.

Implementation period: Until the end of the 4th quarter of 2024.

(8) Review the results of implementing Project 146 in 2024 and propose the implementation plan for 2025.

Implementation period: 4th quarter of 2024.
