On December 6, 2024, the Steering Committee on summarizing the implementation of Resolution 18-NQ/TW issued Plan 141/KH/BCD TKNQ18 on the Plan for the restructuring and streamlining of the organizational structure of the Government of Vietnam.
The Plan for the restructuring and streamlining of the organizational structure of the Government of Vietnam is as follows:
For Party Committees and Organizations
- End the activities of the Communist Party Committee of the Government of Vietnam, establish the Communist Party Committee of the Government of Vietnam under the Central Committee, including party organizations within the ministries, ministerial-level agencies, agencies under the Government of Vietnam, and some party committees within state-owned groups, general corporations, commercial banks (except for the Military Party Committee and the Public Security Party Committee remain unchanged); establish a dedicated advisory, assisting body located at the Government of Vietnam's Office. The Communist Party Committee of the Government of Vietnam consists of: the executive committee, standing committee, secretary, deputy secretary of the party committee; the standing committee consists of the Prime Minister of the Government of Vietnam serving as the Secretary, Deputy Prime Ministers of the Government of Vietnam, some members of the Government of Vietnam and may include 01 Deputy Secretary in charge; the Politburo appoints personnel for the executive committee, standing committee; specifies the standing committee of the party organization to carry out functions, tasks similar to those of the Communist Party Committee of the Government of Vietnam today.
- End the activities of the Communist Party Committees, establish Communist Party Committees for the ministries, ministerial-level agencies, agencies under the Government of Vietnam under the Communist Party Committee of the Government of Vietnam, including: the executive committee, standing committee, secretary, deputy secretary of the party committee; the standing committee of the party organization consists of the Minister serving as the Secretary, Deputy Ministers, the Head of the Department of Organization and Personnel and 01 Deputy Secretary in charge; the relevant authority appoints personnel for the executive committee, standing committee, secretary, deputy secretary of the party committee, specifies the standing committee of the party organization to perform functions, tasks similar to those of the Communist Party Committees of the ministries, ministerial-level agencies, agencies under the Government of Vietnam today.
For Ministries and Ministerial-Level Agencies
- Maintain 08 Ministries, Ministerial-Level Agencies (with reorganization and streamlining of internal organizational structures)
- For Ministries, including:
(1) Ministry of National Defense;
(2) Ministry of Public Security;
(3) Ministry of Justice;
(4) Ministry of Industry and Trade;
(5) Ministry of Culture, Sports and Tourism.
- For ministerial-level agencies, including:
(1) The Government Office of Vietnam;
(2) Government Inspectorate of Vietnam;
(3) State Bank of Vietnam.
The proposal to maintain the aforementioned ministries and ministerial-level agencies is necessary to ensure stability, continuity, and suitability to the current practical requirements.
- Orient the structure, reorganization, and merger of 14 ministries, ministerial-level agencies
(1) Merge the Ministry of Planning and Investment and the Ministry of Finance. The name of the Ministry after reorganization is proposed to be Ministry of Finance and Development Investment or Ministry of Economic Development (perform state management functions over sectors currently assigned to the Ministry of Finance and the Ministry of Planning and Investment).
(2) Merge the Ministry of Transport and the Ministry of Construction. The name of the Ministry after reorganization is proposed to be Ministry of Infrastructure Development or Ministry of Transport and Urban, Rural Construction (perform state management functions over sectors currently assigned to the Ministry of Transport and the Ministry of Construction).
(3) Merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development. The name of the Ministry after reorganization is proposed to be Ministry of Agriculture and Natural Resources, Environment (perform state management functions over sectors currently assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development), addressing some overlaps in water source management, river basin management, and biodiversity.
(4) Merge the Ministry of Information and Communications and the Ministry of Science and Technology. The name of the Ministry after reorganization is proposed to be Ministry of Science, Technology and Digital Transformation or Ministry of Science, Technology, Digital Transformation and Communications (perform state management functions over sectors currently assigned to the Ministry of Information and Communications and the Ministry of Science and Technology).
(5) Merge the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs into Ministry of Home and Labor and transfer state management over vocational education to the Ministry of Education and Training, transfer state management over social protection, children, and prevention of social evils to the Ministry of Health.
(6) The Ministry of Health actively cooperates with the Central Organization Department in receiving some tasks from the Central Health Protection and Care Committee (when this Committee ends its activities); simultaneously, plan to assume state management over: social protection; children; prevention of social evils transferred from the Ministry of Labor, Invalids and Social Affairs.
(7) The Ministry of Foreign Affairs actively coordinates to receive main tasks of the Central Foreign Affairs Committee, National Assembly’s Foreign Affairs Committee (when the Central Foreign Affairs Committee, National Assembly’s Foreign Affairs Committee end their activities).
(8) The Ministry of Home Affairs actively builds plans to reorganize the National Academy of Public Administration towards merging into the Ho Chi Minh National Academy of Politics; simultaneously leads, cooperates with the Ministry of Labor, Invalids and Social Affairs to build the proposal to merge the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs (after transferring some functions to the Ministry of Education and Training, Ministry of Health); cooperates with the Committee for Ethnic Minority Affairs to transfer functions, tasks of the Government's Religious Committee to the Committee for Ethnic Minority Affairs.
(9) The Committee for Ethnic Minority Affairs actively cooperates with the Ministry of Home Affairs to build plans to receive the Government's Religious Committee and cooperate with the Ministry of Labor, Invalids and Social Affairs to receive functions, tasks regarding poverty reduction from the Ministry of Labor, Invalids and Social Affairs.
- Directions for agencies under the Government of Vietnam and other agencies
(1) End the activities of the State Capital Management Committee at enterprises, transfer ownership rights and responsibilities of 19 state groups, general corporations currently managed by the State Capital Management Committee at enterprises to managing ministries and research organizational model under the Government of Vietnam.
For Communist Party groups of large corporations like Vietnam Oil and Gas Group PVN, Vietnam Electricity Group EVN, Vietnam Posts and Telecommunications Group, Vietnam Coal and Mining Group, Vietnam Railways Corporation, Vietnam Expressway Development Corporation,... transfer party organization to the Communist Party Committee under the Government of Vietnam.
(2) End the activities of the National Financial Supervisory Commission, transfer tasks to the Ministry of Finance and Development Investment or Ministry of Economic Development, State Bank of Vietnam, and related agencies.
Implementing this option, the tasks of the Commission are expected to be transferred to the Ministry of Finance and Development Investment or Ministry of Economic Development, State Bank of Vietnam to perform coordination and general supervision tasks over the financial market (include: securities, insurance, banks). In conditions where specialized laws entrust the supervision function to ministries, sectors (Ministry of Finance supervises securities, insurance market; State Bank of Vietnam supervises banking activities), it is necessary to establish an inter-sectoral coordination organization led by a Government of Vietnam leader to direct coordination activities for general supervision over the financial market.
(3) Arrange 02 Academies of Sciences and 02 National Universities, ensuring efficiency, promoting research and training tasks
- For 02 Academies of Sciences:
(1) Option 1: Merge the Academy of Social Sciences with the Academy of Science and Technology into the Vietnam Academy of Sciences;
(2) Option 2: Maintain 02 Academies of Sciences but reorganize, streamline internal organizational structures and staffing, ensure enhanced quality and operational efficiency, meeting the demands of Vietnam's science and technology development strategy.
- For 02 National Universities (Hanoi and Ho Chi Minh City), proposal to transfer Hanoi National University and Ho Chi Minh City National University to be managed by the Ministry of Education and Training.
(4) End the activities of People's Television, National Assembly Television, News Television, VOV Television, VTC Television, transfer related functions, tasks to Vietnam Television and build a Scheme to restructure Vietnam Television, ensuring effective operation as the national television, having suitable specialized channels.
(5) Vietnam News Agency, Voice of Vietnam perform reorganization, streamlining, significantly reduce internal organizational units and staffing; focus on building Vietnam News Agency as the national news agency, Voice of Vietnam as the national radio, focusing on print media, digital media, spoken media (VOV) to fulfill political tasks, with guaranteed regular funding from the State budget for activities.
(6) Transfer the Ho Chi Minh Mausoleum Management Board into the organizational structure of the Ministry of National Defense
According to Decree No. 61/2022/ND-CP dated September 12, 2022, of the Government of Vietnam, stating the functions, tasks, powers and organizational structure of the Ho Chi Minh Mausoleum Management Board, the head of the Management Board is the Commander of the Mausoleum Guard Command. Transferring this Management Board to be directly managed by the Ministry of National Defense brings advantages. However, it is necessary to perfect the functions, tasks, powers of the Management Board to enhance the efficiency, effectiveness of management and promote the value of the Ho Chi Minh Mausoleum relic, serve the reception of international delegations and domestic tourists, strengthen international cooperation and preserve, protect well the remains of President Ho Chi Minh.
(7) Structure Vietnam Social Security into the Ministry of Finance and Development Investment or Ministry of Economic Development
Merge Vietnam Social Security into the Ministry of Finance and Development Investment or Ministry of Economic Development (reorganize into 01 independent unit under the Ministry of Finance and Development Investment or Ministry of Economic Development). Implementing this plan basically still allows Vietnam Social Security to perform functions, tasks independently as currently; simultaneously, create favorable conditions for the Insurance Management Council (currently chaired by the Minister of Finance) to direct the management of Social Insurance Fund, Unemployment Insurance, Health Insurance effectively (streamline 01 agency under the Government of Vietnam).
