On October 29, 2024, the Prime Minister of the Government of Vietnam issued Decision 1281/QD-TTg on the Plan for implementing the Planning of the North Central and Central Coast Regions for the Period 2021 - 2030, Vision to 2050 in Vietnam.

The Prime Minister of the Government of Vietnam issues the Plan to implement the North Central Region and Central Coastal Region Planning for the period 2021-2030, vision until 2050, with the main contents as follows:

(1) Key task groups

* Strengthen regional economic restructuring linked to renewing the growth model

- Focus on developing foundational industries with advantages, green industries, processing industries, and some new industries.

- Focus on developing tourism to truly become a spearhead economic sector, turning the region into the main tourism area of the whole country.

- Develop logistics in a modern, professional direction, applying advanced technology, meeting international integration requirements; form logistics centers linked with seaports, airports, and border gates.

- Promote the development of medical services, education, science and technology, cultural industry, and sports.

- Develop the region's agriculture towards ecological sustainability, effectively adapting to climate change. Restructure agriculture, forestry, fisheries, and aquaculture linked with processing industries, ensuring sustainability and high efficiency.

- Develop a fast and sustainable marine economy, especially in services, industry, marine tourism, maritime economy; develop coastal urban areas harmoniously linked with oil and gas exploitation and other marine mineral resources; develop aquaculture, seafood exploitation, and processing industries while protecting the marine environment; develop coastal and offshore industries.

* Formulate a basic framework of synchronous, modern, smart infrastructure, focusing on transport infrastructure, energy infrastructure, digital infrastructure, social infrastructure, water infrastructure, disaster prevention, and climate change adaptation.

- Complete the construction and expansion of the East North-South expressway within the region according to standards; develop East-West connecting expressways, connecting special seaports, international airports with localities in the Central Highlands and the People's Democratic Republic of Laos, Cambodia.

- Complete the coastal road connection in the region's localities, creating a coastal protection belt, while promoting linkage, urban development, services, and tourism.

- Develop railways in the region prioritizing routes connecting major urban areas with national railway stations, especially high-speed railway stations in the region; some rail lines connecting seaports, economic zones, industrial zones, dry ports, logistics centers, international border gates with the national railway network to soon form a rail transport network for passengers and goods, enhancing transport efficiency in the region.

- Gradually invest in constructing the high-speed North-South railway, prioritizing the section running through the region from Hanoi to Vinh and Nha Trang to Ho Chi Minh City.

- Develop a seaport system to meet freight transport needs; prioritize resources for developing seaports with potential to become special seaports, especially ports in Thanh Hoa, Da Nang, and Khanh Hoa.

- Upgrade, renovate and enhance the operational efficiency of 09 existing airports in the region.

- Develop energy infrastructure and complete the power network across the region in a synchronized, modern manner according to Decision 500/QD-TTg dated May 15, 2023, of the Prime Minister of the Government of Vietnam on the National Electricity Development Planning for the period 2021 - 2030, vision to 2050.

- Develop water infrastructure ensuring irrigation, drainage, water supply, water discharge for agriculture, residential areas, and economic sectors, suitable to Decision 847/QD-TTg, dated July 14, 2023, of the Prime Minister of the Government of Vietnam approving the Disaster Prevention and Irrigation Planning for the period 2021 - 2030, vision to 2050, contributing to sustainable socioeconomic development, environmental protection, and proactive saline, freshwater control at estuarine and coastal areas.

- Develop information and communication infrastructure suitable to Decision 36/QD-TTg dated January 11, 2024, of the Prime Minister of the Government of Vietnam approving the Information and Communication Infrastructure Planning for the period 2021 - 2030, vision to 2050, ensuring modernity, synchronization to meet the development requirements of the Government of Vietnam of Vietnam's digital economy, digital society, contributing to enhancing competitiveness, environmental protection, and ensuring national defense and security.

* Focus on developing the Central electricity development hub, develop economic corridors along the North-South axis, and the East-West economic corridors

- Develop the North Central sub-region (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, and Quang Tri) into an important growth area in industry, services, and coastal urban areas of the region and the whole country.

- Focus on developing coastal areas in Thua Thien Hue, Da Nang, Quang Nam, and Quang Ngai to become the central region of the country, where Da Nang City is a national growth pole, Quang Nam is a center for mechanical engineering and supporting industries, Thua Thien Hue is a center for cultural industries, science and technology, high-quality education & training, healthcare, port services, international-standard trade & finance, Quang Ngai is a center for petrochemical and energy, an island tourism center, Binh Dinh is a center for IT industry, services and tourism, a major center of the country for marine economic development.

- Develop the South Central sub-region (Phu Yen, Khanh Hoa, Ninh Thuan, and Binh Thuan) into an energy industry center, tourism services, coastal urban areas of the whole country. Build an Interregional Industrial, Energy Service Center in Ninh Thuan province.

- Develop the East North-South economic corridor (stretch from Thanh Hoa to Binh Thuan) based on the East North-South Expressway, National Highway 1A, North-South Railway, and future high-speed railways.

- Develop the West North-South economic corridor (stretch from Thanh Hoa to Quang Ngai) to promote development, regional linkage, linked with strengthening national defense and security.

- Develop East-West economic corridors: Cau Treo - Vung Ang, Lao Bao - Dong Ha - Da Nang, Bo Y - Pleiku - Quy Nhon.

- Research building the Bo Y - Quang Nam - Da Nang economic corridor; Buon Ma Thuot - Khanh Hoa economic corridor; economy connecting the South Central Highlands (Dak Nong, Lam Dong) with the South Central Coastal region (Ninh Thuan, Binh Thuan).

* Building and developing the urban system: Develop the region's urban system in a networked, focused manner linked with economic zones, industrial zones, high-tech zones, commercial centers, and services towards multi-center orientation. Develop urban systems type I, II, III in the model of green, smart cities with rich cultural identity adapting to climate change.

* Regarding firefighting and rescue infrastructure: Develop synchronized, modern firefighting infrastructure suitable to the region’s, sub-region’s conditions. Construct, upgrade, expand command centers, headquarters, barracks for firefighting and rescue police units ensuring long-term stability and suitable to the scale and operational nature of the Firefighting and Rescue Police forces in the region's localities. Develop a synchronized water supply system, transport infrastructure, modernize communication infrastructure for fire prevention and firefighting, and rescue operations.

* Regarding regional social infrastructure: Develop a synchronized social infrastructure network in the region including the network of educational and training facilities, vocational education, and social assistance networks, healthcare service networks, cultural and sports infrastructure, science, technology, and innovation infrastructure, trade and logistics infrastructure, press infrastructure, publishing, broadcasting, grassroots information, foreign information, where national-scale infrastructures are implemented according to approved national sectoral plans and schemes.

* Regarding national defense and security: Implement synchronized solutions to combine socio-economic development associated with ensuring national defense and security; manage, use national defense and security land; manage and protect national defense works and military zones on the regional basis land use planning; Planning for defense works, military zones, ammunition depots, defense industry; Security land use planning for the period 2021 - 2030, vision to 2050 has been approved by the Prime Minister of the Government of Vietnam and Decision No. 2256/QD-BQP dated May 30, 2023, by the Minister of Defense approving military maps and priority terrain for national defense tasks in the region.

* Evaluate the achievement of planning objectives: Ministries, central agencies are responsible for assessing the outcomes of the set objectives and targets of the regional planning (details in Appendix I).

(2) Planned implementation of major regional projects

* Planned implementation of significant projects using public investment capital

- The implementation of projects must ensure principles:

+ Conform to the country's development orientations, viewpoints, objectives, regional development orientations for the North Central Region and Central Coastal Region under Resolution 26-NQ/TW dated November 3, 2022, by the Politburo on socio-economic development and ensuring national defense and security in the North Central Region and Central Coastal Region to 2030, vision to 2045;

+ These are significant projects identified in regional planning; projects aligning with national general planning, sectoral planning for the region.

- Important projects expected to prioritize implementation:

+ Give top priority to accelerating completion progress of technical infrastructure projects with inter-regional and inter-provincial connectivity nature, including: connection transport systems; power source development, power grid; hydraulic infrastructure, water supply, drainage, and disaster prevention; urban technical infrastructure in dynamic areas identified in regional planning;

+ Continue to invest in completing regional social infrastructure projects with spread effects, meeting socio-economic development needs, associated with ensuring social welfare and strengthening defense and security in the region.

* Expected regional important projects using sources other than public investment

- The implementation of projects must ensure principles:

+ Conform to the country's development orientations, viewpoints, objectives, regional development orientations for the North Central Region and Central Coastal Region under Resolution 26-NQ/TW dated November 3, 2022, by the Politburo on socio-economic development and ensuring national defense and security in the North Central Region and Central Coastal Region to 2030, vision to 2045;

+ Align with viewpoints, objectives, development orientations in national-level planning and regional development directions for North Central and Central Coastal Regions.

- Types of priority proposed projects:

+ Investment projects to complete regional infrastructure based on infrastructure works that have been and are being invested, led by public investment projects, maximizing the effectiveness of already invested infrastructure works. Particularly, sectors, fields prioritized for investment attraction include: highway system, seaports, logistic infrastructure, infrastructure of industrial zones, function zones in economic zones, clean water supply, power source development, education, healthcare, culture, commerce, services infrastructure.

+ Attract investment in projects involving semiconductor chips, petrochemical industry, automobile manufacturing, tourism, healthcare, education, science and technology, cultural industry, sports, agriculture applying high technology, power industry, renewable energy, clean energy, mechanical industry.

* List of important regional projects planned for implementation: Details in Appendix II.

(3) Land use plan

Based on the National Land Use Plan, land use plans of ministries, central agencies, and localities during the period 2021 - 2030 that authorized authorities have issued, ministries, central agencies, and localities in the region are responsible for implementing programs and projects within the region in line with approved land use targets, ensuring efficiency and economy.

(4) Develop specific mechanisms and policies

Ministries, central agencies, and localities are responsible for researching and developing specific mechanisms and policies identified in regional planning, submitting to competent authorities for issuance to promote socio-economic development in the region (detailed in Appendix III).

(5) List of expired planning

List of plans within the region under the authority of the Prime Minister of the Government of Vietnam and central ministries that have expired, including Plans that have been integrated into Regional Planning according to Resolution 110/NQ-CP dated December 2, 2019, of the Government of Vietnam (detailed in Appendix IV).
