Regarding this issue, LawNet would like to answer as follows:

On January 23, 2024, the Minister of Finance issued Decision 156/QD-BTC on Law dissemination and education plan for 2024 of the Ministry of Finance.

Plan for the legal popularization for 2024 of the Ministry of Finance

The Ministry of Finance's Plan for the legal popularization and education for 2024 will have the following main contents:

(1) Continue to promote propaganda and widespread dissemination to audiences about the situation and results of building and perfecting the financial legal system in 2023, 2024 and orientation to 2025, contributing to perfecting socialist-oriented market economic institutions.

(2) Continue to disseminate and propagate laws and ordinances passed by the 15th National Assembly at the 5th and 6th sessions (May and October 2023) and approved at the 7th session (May 2024), legislative documents drafted by the Ministry of Finance and submitted to the Government and Prime Minister for promulgation or promulgated according to authority in 2023 and 2024.

- Group of financial legislative documents disseminated to relevant subjects

+ Law on Price No. 16/2023/QH15 and documents guiding its implementation

+ Law on Value Added Tax (amended), Law on Special Consumption Tax (amended), Law on Corporate Income Tax (amended)

- Organize legal training on the Decree amending and supplementing a number of articles of Decree 34/2016/ND-CP and Decree 154/2020/ND-CP

- Propagate and widely disseminate on the Ministry of Finance's electronic information portal, https://mof.gov.vn, and newspapers, magazines, etc., through conferences, seminars, dialogues, etc., regarding the content of policies that have a major impact on society in the process of developing legislative documents according to the provisions of Decision 407/QD-TTg dated March 30, 2022, of the Prime Minister approving the scheme of "Organizing policy communication that has a major impact on society in the process of developing legislative documents for the period 2022-2025".

- For legislative documents not mentioned in this Plan, units under the Ministry, based on their functions, tasks, and actual situation at their units, proactively organize dissemination in appropriate forms that are guaranteed to be suitable for the target audience. In which, focusing on legislative documents with a wide scope of regulation, the subjects of enforcement are people and businesses to meet the need for understanding and create conditions for compliance with the law for the subjects of enforcement. Based on each specific document, dissemination and propaganda are carried out during the process of drafting the document, after the document is issued, or during the implementation process when many problems arise.

- Update and post newly issued legislative documents on the National Legal Database.

(3) Organize activities to deploy "Financial Law Day" and "Law Day of the Socialist Republic of Vietnam" in 2024 according to the provisions of the Law on legal popularization and education., and documents detailing and guiding implementation with appropriate forms and content.

(4) Strengthen information and propaganda work to disseminate laws on mass media, in which the core force is press and media agencies with a large number of readers and newspapers and magazines in the industry; at the same time, strengthen the application of information technology in propaganda and dissemination of legal education, thereby creating an important information channel in gathering widespread opinions on legislative documents right in the drafting process, especially propagating and disseminating policies that have a great impact on society. Actively coordinate with media agencies to inform and propagate the Ministry of Finance's state management areas according to thematic topics.

(5) Organize the compilation and printing of documents, publications, leaflets, and books to systematize legislative documents, consolidated books of financial legislative documents, and legal books of financial legal codes.
