1. Criteria for the Emulation Movement for Joining Hands to Eliminate Temporary Houses and Dilapidated Houses Nationwide in 2025 in Vietnam

* For ministries and central authorities in Vietnam

- Based on the assigned functions and tasks, strive to build and improve the legal system on social policies to ensure uniformity, coherence, feasibility, and appropriateness. Focus on innovating mechanisms and policies, completing the institutional and legal framework, and providing housing support for poor households, near-poverty households, people affected by natural disasters and climate change, and families with meritorious service facing housing difficulties.

- Enhance the capacity and effectiveness of state management, promote administrative reforms to ensure openness and transparency, and create favorable conditions for localities, businesses, and people to access social policies, especially housing support policies for poor households, near-poverty households, people affected by natural disasters and climate change, and families with meritorious service facing housing difficulties.

- Allocate and arrange budget resources for national target programs as planned.

- Organize inspections, supervision, and urging of localities with poor districts approved by competent authorities to implement housing support policies for poor households, near-poverty households, people affected by natural disasters and climate change, and families with meritorious service in accordance with the objectives and requirements.

- Propagate and mobilize officials and public employees and workers to join hands and contribute to the program to eliminate temporary houses and dilapidated houses nationwide.

* For local authorities

- Issue proposals and plans for supporting housing construction for poor households, near-poverty households, people affected by natural disasters and climate change, and families with meritorious service in the area with the goal of eliminating 100% of temporary houses and dilapidated houses for poor households, near-poverty households, people affected by natural disasters, climate change, and supporting families with meritorious service facing housing difficulties or dilapidated housing that needs repair or new construction in the entire province by 2025 to ensure everyone has safe, stable housing capable of withstanding the impacts of natural disasters, contributing to improving living standards and sustainable poverty reduction.

- Implement housing support policies for poor households and near-poverty households in the area conformably, promptly, and in accordance with actual conditions, ensuring support is given to the right subjects, meets the right purposes, and is effective.

- Direct related agencies and local authorities to cooperate with Mat tran To quoc and social organizations to organize, call for, and mobilize resources to support and assist families in achieving the goal of eliminating temporary houses and dilapidated houses.

- Promote propaganda and dissemination of housing support policies for poor households, near-poverty households, people affected by natural disasters, climate change, and families with meritorious service to residents in an appropriate manner. Publicly announce the criteria and subjects eligible for the policies to ensure democracy, fairness, transparency, and conformity so that everyone understands clearly and supervises the implementation of supported policies.

* For the Vietnam Fatherland Front, political-social organizations, political-social-professional organizations, and social-professional organizations

- Propagate and mobilize members and citizens to respond to the Emulation Movement, actively participate in contributing and supporting poor households and near-poverty households to build and repair houses. Call for and mobilize businesses and economic organizations to actively participate in contributing and supporting the elimination of temporary houses and dilapidated houses to maximize the ability to mobilize private investment resources from the community.

- Strengthen and enhance the effectiveness of supervision and social criticism work in implementing policies to eliminate temporary houses and dilapidated houses.

* For organizations, businesses, and households

Actively participate, join hands, contribute, and respond to the Movement to eliminate temporary houses and dilapidated houses with the motto: contribute whatever you have, those with labor contribute labor, those with assets contribute assets, those with more contribute more, those with less contribute less, aiming to successfully achieve the goal of completely eliminating temporary houses and dilapidated houses in 2025.

* For individuals

- officials and public employees

+ Based on assigned tasks, be proactive, creative, and excellently complete, advising agencies and units to build, issue or submit to competent authorities for issuance, guidance, organize implementation, inspection, and supervision of the mechanisms, policies to effectively implement national target programs.

+ Set a good example and actively respond to the Emulation Movement, join hands and contribute to the program to eliminate temporary houses and dilapidated houses nationwide.

- Other subjects

+ Actively respond to the Emulation Movement and make many practical, effective contributions to the program to eliminate temporary houses and dilapidated houses nationwide.

+ Coordinate to propagate and spread meaningful and practical activities of organizations, businesses, and people in implementing national, provincial, district, and local key programs and projects on eliminating temporary houses and dilapidated houses. Therefore, create a widespread, substantial, and effective movement to eliminate temporary houses and dilapidated houses.

2. Forms and Standards for commendation in the Emulation Movement for Joining Hands to Eliminate Temporary Houses and Dilapidated Houses Nationwide in 2025 in Vietnam

Based on achievements in organizing and implementing the Emulation Movement, the consideration for rewarding exemplary, outstanding collectives, families, and individuals is carried out according to the provisions of the law on emulation and reward.
