On January 22, 2024, the Ministry of Public Security issued Decision 414/QD-BCA-V03 on the Plan for implementing the dissemination and education of law in the People's Public Security Force in 2024.

The plan for the dissemination and education of law in the People's Public Security Force in 2024 specifically includes the following key tasks:

(1) Develop and issue a plan for implementing the dissemination and education of the law.

Based on this plan and the assigned functions and tasks, the Public Security units and localities will develop their own plans for implementing the dissemination and education of the law and organize their implementation.

- Implementing agencies: Public Security units and localities.

- Implementation period: Quarter I/2024.

(2) Continuously and effectively implement Directive 08/CT-BCA dated August 15, 2022 on enhancing the dissemination and education of law in the Public Security force.

- Implementing agencies: Public Security units and localities.

- Implementation period: Throughout 2024.

(3) Review and propose the recognition and dismissal of legal reporters in the People's Public Security Force to the Ministry of Justice.

- Implementing agency: V03 leading, coordinating with relevant Public Security units.

- Implementation period: Quarter I/2024.

(4) Organize policy communication during the process of law construction.

Disseminating the dissemination and education of law for Public Security officers, soldiers, and the general public regarding legal policies that society cares about or needs guidance on. This includes the expected adjustments, amendments, supplements, or new regulations in the draft legal documents prepared by the Ministry of Public Security for submission to the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister for consideration, opinion, or issuance in 2024 and subsequent years, linked to the implementation of Decision 407/QD-TTg dated March 30, 2022, approving the project "Organization of policy communication with significant social impact during the process of drafting legal normative documents in the period of 2022–2027".

- Implementing agency: assigned units responsible for drafting legal normative documents, coordinating councils for the dissemination and education of law at various levels, in coordination with V03 and Public Security units, and localities.

- Implementation period: Throughout 2024.

(5) Researching and developing plans for organizing and implementing newly authorized legal normative documents related to Public Security work. Organizing comprehensive dissemination and education of legal normative documents related to state management of the People's Public Security Force approved by the 15th National Assembly at its sessions and meetings; legal normative documents issued by the Government, the Prime Minister, and the Ministry of Public Security; international treaties and agreements in which Vietnam is a member related to the activities of the People's Public Security Force for the leadership, officers, soldiers directly engaged in the work of combating, preventing crimes, law violations, state management of security and order; communal Public Security, legal reporters, officers implementing dissemination and education of law, administrative reform, justice, and teachers teaching law in Public Security academies and schools, and members of legal associations at all levels within the People's Public Security Force.

- Implementation period: Throughout 2024.

(6) Researching, amending, and supplementing training programs; compiling and editing teaching materials; renewing teaching methods; and improving the quality of teaching law and professional skills; and the dissemination and education of law in Public Security academies and schools, appropriate to each level, grade, and training level.

- Implementing agency: X02 leading, coordinating with V03 and Public Security academies and schools.

- Implementation period: Throughout 2024.

(7) Organize activities to respond to the "Law Day of the Socialist Republic of Vietnam" within the People's Public Security Force with appropriate forms and content to enhance the understanding of law, responsibility in law enforcement, and the protection of the Constitution and laws by Public Security officers and soldiers.

- Implementing agency: V03 leading, coordinating with Public Security units and localities.

- Implementation period: Quarter IV/2024.

(8) Implement the plans on Popularization of Laws and Legal Education

Continue to implement the Scheme of "Enhancing the effectiveness of Popularization of Laws and Legal Education combined with mobilizing the people to abide by the law at the grassroots level of the People's Public Security Forces in the period 2021-2027" and the Scheme of "Innovation, improving the effectiveness of propaganda, Popularization of Laws and Legal Education, and knowledge and skills on fire prevention, firefighting, rescue and disaster response to meet new requirements".

- Implementing agencies: V03, C07 taking the lead, coordinating with the Public Security units and localities.

- Implementation period: throughout 2024.

* Continue to implement the plan "Enhancing the legal access capacity of the people" issued together with Decision 977/QD-TTg dated August 11, 2022, and other plans and projects on Popularization of Laws and Legal Education issued by the Prime Minister, ministries, and relevant agencies related to ensuring security, order, and the activities of the People's Public Security Forces.

- Implementing agencies: Public Security units and localities.

- Implementation period: throughout 2024.

(9) Compile legal documents to serve propaganda and Popularization of Laws and Legal Education such as legal leaflets, legal situation explanations, legal story publications for distribution to the Public Security units, localities, and the people; review, systematize, update legal information, newly issued legal documents, international conventions and agreements that Vietnam is a member of, provided to officers and soldiers, especially leaders, legal reporters, law teachers in Public Security academies and schools, members of the Lawyer Association at all levels within the Public Security force, and officers directly involved in the fight against crime, law violation, state management on security, order, and Public Security at the commune level.

- Implementing agencies: V03, Public Security units, and localities.

- Implementation period: throughout 2024.

(10) Strengthen Popularization of Laws and Legal Education on the Ministry of Public Security's electronic portal, the electronic portals/websites of Public Security units and localities or the coordination council for Popularization of Laws and Legal Education at all levels; exploit the utilities of social media, telecommunications networks in Popularization of Laws and Legal Education work; develop legal leaflets, legal situation explanations, legal story publications to be posted on the Ministry of Public Security's electronic portal or V03's website; organize online legal knowledge competitions, training courses; research and apply artificial intelligence in Popularization of Laws and Legal Education. Research and enhance data updates for legal documents related to security and order into the legal document database of the Ministry of Public Security and the national legal database.

- Implementing agencies: V03, V01, Public Security units, and localities.

- Implementation period: throughout 2024.

(11) Promote the role of press agencies and Public Security communication in strengthening Popularization of Laws and Legal Education for officers, soldiers, and the people. Build sections and programs for propaganda and Popularization of Laws and Legal Education on mass media to enhance the effectiveness of Popularization of Laws and Legal Education, in line with the requirements of the new situation.

- Implementing agencies: V03, V01, V04, X04, Public Security academies, schools, Public Security units, and localities.

- Implementation period: throughout 2024.

(12) Continue to implement Decision 14/2019/QD-TTg dated March 13, 2019 on building, managing, and exploiting the Legal Library.

- Implementing agencies: Public Security units and localities.

- Implementation period: throughout 2024.

(13) Organize inspections of Popularization of Laws and Legal Education work; establish inspection teams of the coordination council for Popularization of Laws and Legal Education at all levels of the Ministry of Public Security to inspect the implementation of Popularization of Laws and Legal Education work, related programs, and plans by the central and local authorities.

- Implementing agencies: V03 taking the lead in advising and organizing inspection teams of the coordination council for Popularization of Laws and Legal Education of the Ministry of Public Security to inspect Popularization of Laws and Legal Education work in some Public Security units and localities; Public Security units and localities providing advice to the coordination council for Popularization of Laws and Legal Education of the same level to organize inspections of Popularization of Laws and Legal Education work in their respective units and localities.

- Implementation period: throughout 2024.

(14) Organize training and capacity building on legal knowledge, skills, and professional expertise in Popularization of Laws and Legal Education for officers, soldiers, especially core leaders, legal reporters, law teachers in Public Security academies and schools, members of the Lawyer Association at all levels within the Public Security force, and officers directly involved in the fight against crime, law violation, state management on security, order, and Public Security at the commune level.
