On April 11, 2024, the Ministry of Health of Vietnam issued Decision 924/QD-BYT approving the Plan for the development and provision of open data of the Ministry of Health for the period 2024–2025.

Plan for the development and provision of open data of the Ministry of Health of Vietnam for the period 2024–2025

The Ministry of Health approves the Plan for the development and provision of open data of the Ministry of Health of Vietnam for the period 2024–2025 with the following key contents:

(1) Objectives, requirements, and scope

* Objectives

- Implement the provision of a list of open data and publish open data under the management authority of the Ministry of Health.

- Promote the exploitation of open data by citizens and businesses to serve digital economic and social development.

- Collect data from the community to enrich the open data repository of the Ministry of Health to serve administrative reform, management, and community benefits.

* Requirements

- The provision of data must comply with the regulations of the law, such as Decree 47/2020/ND-CP dated April 9, 2020 of the Government on the management, connection, and sharing of digital data of state agencies, and Decree 13/2023/ND-CP dated April 17, 2024 of the Government on personal data protection.

- Clearly define responsibilities for providing open data, ensuring close coordination between units within the Ministry and relevant units in implementing this Plan.

- The provision of data must be practical, of high quality, and effective.

* Scope

- Provide open data within the management scope of the Ministry of Health to state management agencies to serve management and operation tasks.

- Provide information to citizens and businesses, while also receiving information from citizens and businesses.

(2) Content and implementation schedule

* Unified catalog of open data first issued by the Ministry of Health (Version 1.0)

- Organize meetings with units under the Ministry of Health, businesses, and relevant organizations to propose the development of the first issued catalog of open data by the Ministry of Health (Version 1.0).

- Survey opinions from citizens, businesses, and relevant organizations to propose the development of the catalog of open data by the Ministry of Health.

- Draft and submit to the Ministry of Health for issuance the Decision on the first issued catalog of open data by the Ministry of Health (Version 1.0).

- Completion time: April 2024.

* Construction, development, and operation of the Ministry of Health's Open Data Portal

- Develop the Ministry of Health's Open Data Portal.

- Publish data collected and managed by agencies and units according to the regulations in Article 19 and the requirements for the publication of open data by state agencies in Article 20 of Decree 47/2020/ND-CP; Article 43 of the Law on E-transactions 2023.

- Manage, operate, and ensure the safety and security of information when data is stored, processed, and transmitted on the system according to the regulations in Article 28 of Decree 47/2020/ND-CP and other relevant regulations.

- Implement measures to encourage individuals and organizations to provide and exploit open data as stipulated in Clause 4, Article 19 of Decree 47/2020/ND-CP.

- Completion time: ongoing from 2024 to 2025.
