Below is the plan for restructuring internal organizations within ministries and ministerial-level agencies when streamlining the organizational structure of the Government of Vietnam, as stipulated in Guiding Plan 141/KH-BCDTKNQ18 for the year 2024.

On December 06, 2024, the Steering Committee of vietnam for summarizing the implementation of Resolution 18-NQ/TW issued the Orientation Plan 141/KH-BCDTKNQ18 for 2024 to restructure and streamline the organizational structure of the Government of Vietnam.

The plan for restructuring internal organizations within ministries and ministerial-level agencies when streamlining the organizational structure of the Government of Vietnam is stipulated in the Orientation Plan 141/KH-BCDTKNQ18 for 2024 as follows:

(1) For general departments and equivalent organizations: It is proposed that ministries and equivalent agencies develop plans to reorganize, ensuring streamlining, and fundamentally not maintaining the model of general departments under the Ministry. In cases where it is necessary to maintain the model of a general department, it is suggested that these ministries and agencies report to the Steering Committee of the Government of Vietnam to seek guidance from the Central Steering Committee.

(2) For Departments, Bureaus, and Public Service Providers

* For units with general advisory functions: It is proposed that each Ministry maintains only one focal organization corresponding to the following fields:

- Personnel organization;

- Legal affairs;

- International cooperation;

- Office;

- Financial Planning;

- Inspection.

* For Bureaus and Departments performing the advisory function and organizing the implementation of state management tasks in specialized sectors:

- It is proposed to review, reorganize, and consolidate these organizations towards streamlining, consistent with the state management requirements for sectors and fields, only maintaining departments and bureaus with specialized management objects, ensuring they meet the criteria and conditions as prescribed by the Government of Vietnam.

- For departments and bureaus with interconnected and interrelated tasks, it is suggested to reorganize and consolidate these into one focal point.

- Minimize the conversion of departments into bureaus, except in cases where it is necessary to enhance the delegation of authority for handling according to the state management function of the Ministry.

* For public service providers: It is proposed to reorganize and consolidate public service providers according to the requirements of Resolution 19-NQ/TW of 2017 of the 12th Central Committee’s 6th session, the Central Steering Committee on summarizing the implementation of Resolution 18-NQ/TW, the Steering Committee for summarizing the implementation of Resolution 18-NQ/TW, the regulations of the Government of Vietnam, and the direction of the Prime Minister of the Government of Vietnam, in which:

- For ministries and equivalent agencies:

+ For public service providers within the organizational structure: Maintain a maximum of 05 public service providers performing state management functions within the Ministry, sectoral structures (including Institutes; journals; newspapers; information centers; training schools, fostering officials and public employees); simultaneously reorganize the internal organization of public service providers, ensuring streamlining and meeting the establishment criteria according to regulations, among which:

++ Institutes: It is proposed to reorganize based on consolidating focal points to fulfill the principle of one public service provider delivering multiple similar public services as required by Resolution 19-NQ/TW of 2017 and in accordance with the public scientific and technological organizations network planning.

++ Newspapers, Journals: It is suggested that ministries and equivalent agencies implement plans to reorganize these units, ensuring each ministry, equivalent agency has only one newspaper agency (including print, electronic newspaper, and electronic portal of the Ministry, sector) and one specialized scientific journal (maintained only for journals with prestigious scientific recognition worldwide and domestically).

+ For public service providers outside the organizational structure:

++ Retain only units under ministries and central authorities serving political duties and leading units associated with the functions and tasks of ministries and central authorities that fully meet the establishment criteria and conditions according to the regulations, compatible with the network planning of public service providers by sectors and fields; convert to joint-stock companies when they meet the conditions under legal provisions. Simultaneously, review and reorganize the internal organization of public service providers, ensuring compliance with the establishment criteria as prescribed by the Government of Vietnam and the requirement of streamlining the organizational apparatus.

++ Vocational education institutions (colleges, intermediate schools): Implement reorganization according to Decision 73/QD-TTg of 2023 by the Prime Minister of the Government of Vietnam approving the planning of the vocational education institutions network for the period 2021-2030, with a vision to 2045, including 04 levels: national, regional, sectoral, provincial, ensuring that by the end of 2025, vocational education institutions self-sustain regular expenditures.

++ Academies, universities, colleges: By 2025, they are proposed to self-sustain regular expenditures, simultaneously reviewing and reorganizing according to the education and training institutions network planning associated with enhancing financial autonomy levels appropriate with the roadmap for fully pricing public service activities by sector and field.

++ For hospitals: Retain only hospitals under the Ministry of Defence, Ministry of Public Security; a few leading specialized hospitals, hospitals of universities; By the end of 2025, healthcare facilities (except facilities operating in specialized medical fields) are public service providers capable of self-sustaining regular expenditures or higher.

++ For public service providers under offices, bureaus, departments, general departments under ministries: It is proposed to reorganize public service providers delivering basic essential public services related to the sectors and fields under their management scope; ensuring streamlining, effective, and efficient operations; other public service providers must self-sustain regular expenditures or higher.

++ For the remaining public service providers: Improve the effectiveness and efficiency of operations and financial autonomy levels. Develop financial autonomy plans and convert them into joint-stock companies when meeting the conditions under legal regulations.

- For government agencies: It is recommended to reorganize and restructure public service providers under their management scope towards streamlining, effective, efficient operations, ensuring the principle of a public service provider providing multiple similar public services to significantly reduce focal points, overcome overlaps, dispersions, and duplicates in functions and tasks.
