On April 5, 2024, the Ministry of Transport issued Decision 402/QD-BGTVT on the plan for reducing and simplifying regulations related to business operations for 2024 of the Ministry of Transport.

The plan for reducing and simplifying regulations related to business operations for 2024 issued together with Decision 402/QD-BGTVT of the Ministry of Transport include:

- Conduct statistical data collection and update to fully comply with regulations related to business operations under the management scope of the Ministry of Transport on the Database and Consultation Portal for Business Regulations according to the guidance of the Government Office; compile and report the results of statistical data collection and compliance costs related to regulations on business operations under the management scope of the Ministry of Transport, and send them to the Government Office for monitoring.

- Take the lead and coordinate with relevant ministries, agencies, and the Administrative Procedure Reform Advisory Council to review, reduce, and simplify regulations related to business operations within the functional management scope of the Ministry of Transport; develop plans for reducing and simplifying regulations related to business operations to submit to the Prime Minister before September 30, 2024 (if any). The plans must be sent to relevant ministries and agencies for feedback (for plans to reduce and simplify regulations related to specialized inspections for imported and exported goods, feedback from the Ministry of Finance must be obtained).

- Regularly engage in dialogue, consultation, and collect opinions from organizations, business associations, and compliance entities regarding regulations that are no longer appropriate, act as barriers, and create difficulties for business operations; regarding solutions, plans for reducing and simplifying regulations related to business operations to resolve difficulties and obstacles for business operations of enterprises and individuals; conduct consultations with associations, businesses, and affected entities on plans to reduce and simplify business regulations and regulations expected to be issued in legislative documents on the Database and Consultation Portal for Business Regulations, ensuring transparency and openness.

- Develop, issue, and submit to competent authorities for the issuance of implementing documents for the plan to reduce and simplify (amend, replace, or annul) regulations related to business operations in the field of transport immediately after the plan to reduce and simplify is approved by the Prime Minister.

- Before June 25, 2024, and before December 25, 2024, compile reports on the situation and results of implementing the plan to reduce and simplify regulations related to business operations in the field of transport for 6 months and one year, and send them to the Government Office to report to the Government and the Prime Minister.

- Organize promotional activities to disseminate information about the achievements of the plan to the public and businesses during the implementation process.
