On May 3, 2024, the Vietnam Social Security issued Plan 1248/KH-BHXH for recruiting officials for units under the Vietnam Social Security in 2024.

(1) Eligibility for recruiting officials for units under Vietnam Social Security in 2024

Based on the provisions in points a, b, and e of Clause 7, Article 1 of Decree 85/2023/ND-CP; based on the task requirements of the sector and the conditions and standards for recruiting officials according to the job requirements for positions that require experienced personnel to immediately meet the task requirements; based on the allocated staffing quotas of the units, the Vietnam Social Security will recruit officials for cases where the current contract workers with professional expertise in units under the Vietnam Social Security system until May 31, 2024, meet the following conditions and standards, as assessed and recommended by the heads of specialized units assisting the Director General, Directors of Provincial Social Security (referred to as Provincial Social Security Directors) in their official letters:

- Hold a university degree or higher (equivalent to the specialist rank), have a mandatory period of at least 72 months of social security contributions while performing professional and vocational tasks relevant to the intended position.

- Hold a college degree or higher (equivalent to the senior officer rank), have a mandatory period of at least 69 months of social security contributions while performing professional and vocational tasks relevant to the intended position.

(The work period may be non-continuous and without receiving social security benefits once, but it can be accumulated)

* The positions for recruiting officials according to the job position list in the social security sector are issued in Decision 33/QD-BHXH dated January 25, 2024, by the Director General of Vietnam Social Security.

(2) Conditions and standards for recruiting officials for units under Vietnam Social Security in 2024

* General Conditions and Standards

Individuals who meet the following conditions, regardless of ethnicity, gender, social background, or religion, are eligible to apply:

- Hold Vietnamese nationality and reside in Vietnam;

- Be 18 years of age or older;

- Submit an application form;

- Have a clear personal background;

- Have a diploma, training certificate, professional certificate, or possess suitable skills and aptitude for the intended job position;

- Have sufficient health to perform the job or duty.

Note: The following individuals are not eligible to apply for official positions:

- Individuals lacking or having restricted civil behavioral capacity;

- Individuals under criminal liability, currently serving a sentence or decision on criminal matters from the court; individuals subject to administrative measures placed in medical facilities, educational institutions, or reformatory schools.

* Qualification and professional standards

- For recruitment into official positions equivalent to the specialist rank: Meet the qualification and professional standards for educational attainment regarding the job title of a third-class official (specialist or equivalent): Hold a university degree or higher, majoring in a field relevant to the job requirements for the position as an official.

- For recruitment into official positions equivalent to the senior officer rank: Meet the qualifications and professional standards for educational attainment regarding the job title of a fourth-class official (senior officer or equivalent): Hold a college degree or higher, majoring in a field relevant to the job requirements for the position as an official.

* Requirements of IT and Foreign Language Skills

Have basic information technology skills and proficiency in a foreign language or proficiency in the language of ethnic minorities for officials working in areas with ethnic minority populations, as required by the specific job positions (Applicants are not required to submit language or IT certificates at the corresponding level when submitting their applications).

(According to Circular 02/2021/TT-BNV dated June 11, 2021, by the Minister of the Ministry of Home Affairs, which regulates codes, professional standards, and salary rankings for administrative and clerical official ranks, and Circular 06/2022/TT-BNV dated June 28, 2022, by the Minister of the Ministry of Home Affairs, which amends and supplements certain provisions of Circular 02/2021/TT-BNV dated June 11, 2021).
