Plan for Proposing the Development of Laws, Ordinances, and Resolutions by the Ministry of Industry and Trade

On July 19, 2018, the Ministry of Industry and Trade issued Circular 19/2018/TT-BCT regulating the drafting and issuance of legal normative documents by the Ministry of Industry and Trade.

Proposal planning for drafting laws, ordinances, and resolutions is stipulated in Circular 19 as follows:

1. The preparation of the proposal for drafting legal documents as stipulated in Articles 8, 9, 10, 11, and 12 of Circular 19 applies to:

- Laws of the National Assembly;- Resolutions of the National Assembly as stipulated in points (b) and (c) paragraph 2 Article 15 of the Law on Promulgation of Legislative Documents;- Ordinances of the Standing Committee of the National Assembly;- Resolutions of the Standing Committee of the National Assembly as stipulated in point (b) paragraph 2 Article 16 of the Law on Promulgation of Legislative Documents.

2. Prior to the implementation of the proposal planning for drafting laws, ordinances, and resolutions as stipulated above, units under the Ministry must prepare a Proposal Planning for drafting laws, ordinances, and resolutions and submit it to the Department of Legal Affairs for comments before reporting it to the Ministry's Leaders for consideration and approval.
