On April 26, 2024, the Ministry of Education and Training (Hanoi, Vietnam) issued Decision 1266/QD-BGDDT on approving the Plan for organizing the inspection of the 2024 National High School Graduation Exam.

The plan for organizing the inspection of the 2024 National High School Graduation Exam in Vietnam is as follows:

Content Ministry of Education and Training (MOET) Department of Education and Training (DOET) Training Institution (TI)
Preparation for the exam 1. Establishing inspection teams for exam preparation work

2. Duties: Inspecting the direction and preparation work of DOET, Exam Councils (EC), and exam paper printing and copying preparation.

3. Number: Establishing 10 inspection teams at 20 DOETs (not including teams of the National Steering Committee and Ministry leaders) inspecting in the Northern, Central, and Southern regions.

4. Form/method:

- Direct inspection at localities.

- MOET issues a Decision establishing the inspection team.

5. Composition: MOET inspectors and Departments, Bureaus under MOET; 03 people/team

6. Inspection duration: 02 days/DOET
- Establishing an Inspection or Examination Team.

- Duties: Inspecting or examining the exam preparation work and exam paper printing and copying area.

- Number, composition of the team, duration, content, subject: As advised by the DOET inspectors.
 
Exam supervision 1. Establishing inspection teams for exam supervision work

2. Duties: Inspecting the direction, organization of exam supervision, and exam supervision inspection of DOET and the EC and Exam Site administration.

3. Number: Establishing 63 inspection teams at 63 DOETs. Minimum number of staff participating in direct inspection at an Exam Site based on the principle: Below 20 exam rooms: 02 people; from 20 to 40 exam rooms: 03 people; from 41 exam rooms and above: 04 people. For Exam Sites with dispersed exam rooms or multiple levels, the number of inspection staff at the Exam Site may be higher depending on the actual situation decided by the head of the inspection team.

4. Form/method:

- Working with DOET, EC.

- Direct inspection at Exam Sites.

- MOET issues a Decision establishing the inspection team. Assigning the Head of TI having permanent staff and lecturers as the Head of the Ministry's assigned inspection team to approve the inspection plan.

5. Composition: Permanent staff and lecturers of TIs

6. Inspection duration: According to the exam supervision schedule of the Examination.
- Establishing an inspection team for exam supervision work of the EC and Exam Sites.

- Duties: Inspecting the exam supervision work of EC, organizing the implementation of exam supervision at Exam Sites.

- Number of staff participating in direct supervision at an Exam Site based on the principle: Below 20 exam rooms: 02 people; from 20 to 30 exam rooms: 3 people; from 31 to 40 exam rooms: 4 people; from 41 exam rooms and above 5 people. For Exam Sites with dispersed exam rooms or multiple levels, the number of inspection staff at the Exam Site may be higher depending on the actual situation decided by the Chief Inspector of DOET or head of the inspection team.

- Coordinating and facilitating the exam supervision inspection teams of MOET in carrying out tasks at localities.
- Selecting permanent staff and lecturers to participate in MOET's exam supervision inspection teams; organizing training on exam supervision inspection for permanent staff and lecturers of TIs.

- The Head of TI having permanent staff and lecturers appointed as the Head of the Ministry's assigned inspection team to approve the inspection plan after agreeing with the collaborating TI having permanent staff and lecturers as members of the inspection team.
- Implementing tasks of inspecting the direction, organization of exam supervision and exam supervision inspection of DOET, EC, and direct inspection at Exam Sites as guided by MOET.
Grading Exams 1. Establishing inspection teams

2. Duties: Inspecting the direction, organization of grading exams, and grading inspection of DOET, EC, and related Committees.

3. Number: Establishing 63 inspection teams; each team from 03 to 05 people.

4. Form/method:

- Staff from one DOET will inspect another DOET (not cross-shift).

- MOET issues a Decision establishing the grading inspection team.

- Assigning the Director of DOET/Head of TI having officials and public employees appointed as the Head of the MOET's grading inspection team to approve the inspection plan.

5. Composition:

- Head of team: Leaders of DOET Inspectors or Leaders of specialized departments of DOET or Leaders of Internal Inspection Departments/Bureaus of TI.

- Members: officials and public employees belonging to/under DOET (from 01 to 02 people) and 01 to 02 permanent staff and lecturers of TI.

6. Duration: According to the grading schedule of the Examination.
- Establishing an inspection team for grading exams work.

- Duties: Direct inspection at EC and Committees for exam paper separation, essay grading, and multiple-choice grading: Ensuring there is inspection staff directly monitoring the exam paper separation (ensuring each round of separation has 01 inspection staff isolated with the Separation Committee during the separation process; inspection staff for the 2nd round of separation must not be the same as for the 1st round); sufficient number of inspection staff at the essay grading area and multiple-choice grading area according to work requirements and geography of the grading area.

- Selecting and appointing officials and public employees of DOET, inspectors of DOET Inspectorate to participate in the MOET's grading inspection teams.

- The organization and activities of the inspection are implemented according to the provisions of the Inspection Law 2022
Appointing 02 permanent staff and lecturers of TI to participate in the MOET's inspection teams to inspect the direction, organization of grading exams and grading inspection of DOET/EC.
Re-Evaluation 1. Establishing inspection teams

2. Duties: Inspecting the direction, organization of re-evaluation of exam papers and re-evaluation inspection of DOET.

3. Number: Establishing 05 inspection teams at 10 DOETs, 03 people/team, each team inspecting 02 DOETs.

4. Form/method: MOET issues a Decision establishing teams to inspect the re-evaluation process at some randomly selected provinces.

5. Composition: MOET inspectors and Departments, Bureaus under MOET.

6. Duration: Expected 02 days/DOET.
Establishing an inspection team for re-evaluation work

Duties: Inspecting the organization of re-evaluation of essay papers, multiple-choice papers
 
Graduation Recognition   - Establishing an Inspection or Examination Team.

- Duties: Inspecting or examining the graduation recognition process at localities.

- Composition of teams, duration, content, subject: As advised by the DOET inspectors.
