On October 17, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 3072/QD-BVHTTDL regarding the Plan for organizing propaganda on the implementation of gender equality in families.

Plan for organizing propaganda on the implementation of gender equality in families through mass media in Vietnam

(1) Purpose and Requirements

* Purpose

- Deploy activities to carry out the task of gender equality in families as per the 2024 work plan of the Family Department.

- Serve the state's management work concerning gender equality in families.

- Propagate, disseminate, and raise awareness among family members about gender equality in families, aiming to build prosperous, equal, progressive, and happy families.

* Requirements

- Ensure unity, close coordination, regular and effective collaboration among related agencies and units during the implementation of tasks in the Plan.

- Propaganda activities must reach various audiences; ensure the volume and timing align with the plan.

- The content of the propaganda should be concise, easy to understand, memorable, and suitable for the general public.

- Activities should be organized practically, economically, ensuring effectiveness and quality.

- Communication products from these activities can be used for subsequent media activities in family work.

(2) Implementation Content

* Content of Propaganda

- Propagate and disseminate the Party's policies and the State's laws concerning gender equality in families.

- Family work activities related to the implementation of gender equality in families.

- The implementation of gender equality tasks in families nationwide.

- Knowledge and skills for practicing gender equality in families for family members.

- Highlight good experiences; commend collectives and individuals who have contributed significantly to effectively implementing gender equality in families.

* Form, Quantity, and Timing of Propaganda

The propaganda will be broadcast on the VTV1 channel of Vietnam Television and the electronic newspaper Phap luat Chinh sach.vn.

- Television Propaganda

+ Expected to produce and broadcast 01 episode in the program "Promoting Education - Journey of Knowledge."

+ Genre: Realistic reportage combined with discussion

+ Expected duration: 10 minutes (± 2 minutes)

+ Number of broadcasts: 01 time

+ Broadcast time slot: 3:45 PM, Sunday on VTV1 - Vietnam Television.

- Online Newspaper Propaganda

+ Expected number of in-depth news: 10 articles; 15 reflective pieces; 40 illustrative images.

+ Publication: Phap luat chinh sach.vn

- Propaganda Timing: Fourth Quarter of 2024.

Integration of gender equality in the drafting of legislative documents in Vietnam

- Integration of gender equality issues in drafting legislative documents includes:

+ Identifying gender issues and solutions in the area regulated by the legislative documents;

+ Forecasting the impact of regulations in the legislative documents upon promulgation on both women and men;

+ Identifying responsibilities and resources to address gender issues within the scope of the regulated legal document.

- The agency responsible for drafting legislative documents is tasked with integrating gender equality issues and preparing reports on integrating gender equality issues during the drafting of legislative documents following the provisions in paragraph 1 of this article and annexes with information and data related to gender about the project or draft legal document.

- The agency appraising legislative documents must cooperate with the state management agency on gender equality to assess the integration of gender equality in drafting legislative documents. The assessment content includes:

+ Determining gender issues in the project, draft;

+ Ensuring fundamental principles of gender equality in the project, draft;

+ Feasibility of addressing gender issues regulated in the project, draft;

+ Implementation of integrating gender equality issues in the drafting of the project, draft, according to the above-mentioned regulations.
