On June 10, 2024, the Vietnam Social Security issued Plan 1727/KH-BHXH on organizing competitive activities, commendation to commemorate the 30th anniversary of the establishment of the Vietnam Social Security (16/02/1995-16/02/2025).

The Vietnam Social Security issued a plan on organizing competitive activities, commendation to commemorate the 30th anniversary of the establishment of the Vietnam Social Security with the following objectives, requirements, and contents of the activities:

(1) Objectives, requirements

* Objectives

- Encourage and motivate officials, civil servants, and laborers throughout the sector to actively participate in competitive movements, make efforts, and strive to perform their assigned functions and tasks well, actively participate in activities towards the commemoration of the 30th anniversary of the establishment of the Vietnam Social Security. This will contribute to stimulating and promoting the tradition of solidarity, discipline, creativity, and the overall strength of officials, civil servants, and laborers to strive for excellent performance in their assigned political tasks.

- Create a vibrant competitive atmosphere, enhance the spirit of responsibility, proactivity, creativity, encourage innovation, and propose solutions and measures in all areas of work for officials, civil servants, and laborers throughout the sector, aiming to excellently fulfill the assigned targets and tasks in 2024 and the following years.

- Acknowledge and honor the contributions of collectives and individuals within and outside the sector, advanced models, foreign organizations, and international organizations in Vietnam that have made achievements in organizing and implementing social insurance policies, health insurance, unemployment insurance, and the construction and development of the social insurance sector in Vietnam over the past 30 years. The organization of competitive activities and rewards will be based on the principles of seriousness, practicality, economy, and non-extravagance.

* Requirements

- Actively respond to the patriotic movement in 2024, aiming to commemorate the 30th anniversary of the establishment of the Vietnam Social Security with the theme "Unity, discipline, flexibility, creativity, professionalism, efficiency, innovation, development, and outstanding achievements towards the commemoration of the 30th anniversary of the establishment of the Vietnam Social Security (16/02/1995–16/02/2025).". Timely select, praise, reward, and honor collectives, individuals, and advanced models who have outstanding achievements in the competitive movement and have made significant contributions to organizing and implementing social insurance policies, health insurance, and accident insurance.

- Commendation and the selection of advanced models must comply with the regulations, be timely, public, transparent, democratic, and objective, and be linked to the results of fulfilling assigned tasks.

- The process and procedures for voting and commendation must be carried out in accordance with the legal regulations. The collectives and individuals to be commended must truly be exemplary and have made innovations and creativity.

- The organization of honors should be practical, economical, efficient, solemn, and meaningful.

(2) Activities

- Launching the patriotic emulation movement in 2024, aiming to commemorate the 30th anniversary of the establishment of Vietnam Social Security (completed in the first quarter of 2024).

- Guiding the commendation under the authority of Vietnam Social Security

+ Guiding the awarding of Certificates of Commendation from the Director-General of Vietnam Social Security to organizations and individuals in the Sector who have achieved outstanding results in the patriotic emulation movement in 2024, aiming to commemorate the 30th anniversary of the establishment of Vietnam Social Security.

+ Guiding the awarding of Certificates of Commendation from the Director-General of Vietnam Social Security to organizations and individuals outside the Sector who have achieved outstanding results in coordinating, directing, and organizing the implementation of social insurance and health insurance policies (from 2022 to 2023).

+ Guiding the awarding of the Commemorative Medal "For the Cause of Vietnam Social Security" to individuals inside and outside the Sector who have contributed to the development of Vietnam's social insurance sector.

- Summarizing the commendation proposal files

+ Awarding Certificates of Commendation from the Director-General of Vietnam Social Security to organizations and individuals inside and outside the Sector: reporting to the Council of Emulation and Commendation of Vietnam Social Security and submitting the commendation proposal to the Director-General of Vietnam Social Security (award decision to be completed before November 15, 2024).

+ Awarding the Commemorative Medal "For the Cause of Vietnam Social Security" to individuals inside and outside the Sector (award decision to be completed before September 30, 2024).

- Organizing a conference to announce and present Certificates of Commendation from the Director-General of Vietnam Social Security to organizations, enterprises, and individuals outside the Sector who have achieved outstanding results in coordinating, directing, and organizing the implementation of social insurance and health insurance policies.

+ Notifying the selected list of recipients of Certificates of Commendation from the Director-General of Vietnam Social Security (from 2022 to 2023) to localities and units. Requesting the selected organizations, enterprises, and individuals to provide images and information about their enterprise to create a video clip honoring the enterprise, an introduction trailer to be presented at the conference announcing and presenting Certificates of Commendation from the Director-General of Vietnam Social Security.

+ Developing plans, programs, and content for the conference announcing and presenting Certificates of Commendation from the Director-General of Vietnam Social Security to outstanding organizations, enterprises, and individuals outside the Sector in implementing social insurance, health insurance, and accident insurance policies (plan to be issued in the fourth quarter of 2024).

- Developing an award program for organizations and individuals in the Sector who have achieved outstanding results in the patriotic emulation movement at the grand ceremony commemorating the 30th anniversary of the establishment of Vietnam Social Security (fourth quarter of 2024, based on the timing of the grand ceremony).

- Developing a plan to present the Commemorative Medal "For the Cause of Vietnam Social Security" to individuals who have contributed to the development of Vietnam's social insurance sector and Certificates of Commendation from the Director-General of Vietnam Social Security to leaders and journalists of press agencies who have made significant contributions to the communication of social insurance, health insurance, and accident insurance policies (third quarter of 2024).

+ Announcing the selected list of recipients of commendation for related organizations and individuals.

+ Organizing the presentation of the Commemorative Medal "For the Cause of Vietnam Social Security" at a meeting to express gratitude to the leaders of press agencies who have made significant contributions to the communication of social insurance, health insurance, and accident insurance policies, and presenting Certificates of Commendation from the Director-General of Vietnam Social Security to leaders and journalists of press agencies at the conference, providing information on the results of the 30-year (1995-2025) implementation of social insurance, health insurance, and accident insurance policies.

- Compiling, summarizing, and collecting the awarded items of Vietnam Social Security (including foreign commendations) to serve the construction of the Tradition Room of the Sector (to be completed before December 15, 2024).
