On April 9, 2024, the Ministry of Education and Training issued Decision 1094/QD-BGDDT on the plan for mid-term review of the implementation of the Law on Higher Education in the period 2019-2023.

Plan for mid-term review of the implementation of the Law on Higher Education in the period 2019-2023 in Vietnam

The Ministry of Education and Training issued a plan for mid-term review of the implementation of the Law on Higher Education in the period 2019-2023 with the following contents:

(1) Purposes, requirements

* Purposes

Evaluate objectively and comprehensively the results achieved, timely detect difficulties and obstacles in the implementation of the Law on Higher Education issued in 2012 and amended and supplemented in 2018 in the period 2019-2023, specifically as follows:

- Identify inconsistencies, contradictions, overlaps, and gaps in the implementation of the Law on Higher Education and related legal policies to propose necessary amendments to the Law on Higher Education.

- Study new tasks assigned by the Party and Government in resolutions, directives, and Government schemes related to the development of higher education in the new period to propose contents that need to be institutionalized in the Law on Higher Education.

- Study the contexts of the region and the world, the impact of scientific and technological development on future human resource training to propose additional contents to the regulations of the Law on Higher Education.

* Requirements

- The evaluation must be conducted seriously, objectively, substantively, and comprehensively on the contents related to higher education, ensuring compliance with the set content, purpose, schedule, cost-effectiveness, and relevance to the actual situation.

- Adhering to the evaluation outline, accompanied by specific supporting data; focusing on analyzing the existing, limitations, and obstacles of the Law on Higher Education and guiding documents (if any) and proposing specific solutions.

- Ensuring close coordination among relevant agencies and units in the evaluation process, leveraging the role of higher education institutions in the evaluation implementation.

(2) Scope, content, and form of mid-term review

* Scope, content of mid-term review

- Scope mid-term review:

+ The mid-term review is carried out nationwide, at all ministries, competent management agencies for higher education institutions, People's Committees of provinces and cities with higher education institutions within their jurisdiction, and higher education institutions.

+ Time milestones, summary figures: from January 2019 to the end of December 2023.

- Content: A comprehensive review of all provisions in the Law on Higher Education and related legal normative documents.

* Form of mid-term review

- Based on the actual situation, specific conditions, the competent ministries, agencies for higher education institutions, and the provincial/city People's Committees with higher education institutions located in their area, the higher education institutions actively choose the appropriate form of mid-term review of the implementation of the Law on Higher Education accordingly.

- Based on the actual situation, the Ministry of Education and Training will organize the mid-term review of implementing the Law on Higher Education in an appropriate form.

(3) Activities to implement the mid-term review

Organizing the mid-term review of the 05-year implementation of the Law on Higher Education in the period 2019–2023, including the following tasks:
