The Minister of Construction of Vietnam has issued Decision 836/QD-BXD on the Plan for implementing the task of developing human resources for urban development in Vietnam

On August 28, 2024, the Minister of Construction of Vietnam issued Decision 836/QD-BXD on the Plan for implementing the task of developing human resources for urban development in Vietnam.

Plan for implementing the task of developing human resources for urban development in Vietnam

The content of the Plan for implementing the task of developing human resources for urban development in Vietnam is as follows:

(1) Continue to provide training and improve the quality of undergraduate and postgraduate training in majors related to urban development management at affiliated universities. Encourage the establishment of new training programs related to urban management and development at universities under the Ministry and research institutes.

Lead agency: Universities under the Ministry of Construction, National Institute for Urban and Rural Planning, National Institute of Architecture.

Time: Regularly.

(2) Train and foster urban development management staff at various levels.

Lead agency: Academy of Construction and Urban Management Cadres, which will advise the Ministry of Construction in 2024 to submit to the Prime Minister of Vietnam for approval of the Scheme “Training and fostering management capacity building for urban development and construction management officials at all levels during 2025-2030 and subsequent years” and organize implementation after approval.

Time: According to the progress of the Scheme

(3) Continue to train and foster smart urban management staff, expanding the training scope nationwide.

Lead agency: Academy of Construction and Urban Management Cadres through the VKC Center (Vietnam - Korea Cooperation Center for Smart Urban and Construction Technology) in coordination with localities.

Time: Regularly, following specific targets identified in the scheme for sustainable smart urban development in Vietnam from 2018-2025 and orientation towards 2030 (approved by Decision 950/QD-TTg in 2018).

(4) Engage in policy dialogue and participate in international forums on urban development.

Lead agency: Urban Development Agency, Department of International Cooperation, Technical Infrastructure Agency, Department of Planning and Architecture, Academy of Construction and Urban Management Cadres, and related units.

Time: World Urban Forum, ASEAN and ASEAN+ forums, sustainable urban development forums, other international cooperation workshops and conferences.

(5) Conduct periodic surveys to compile training needs for urban development management staff by region, urban type, and specific characteristics.

Lead agency: Academy of Construction and Urban Management Cadres.

Time: Year 2025 for the period 2026-2027, year 2027 for the period 2028-2030.

Funds: Funded by economic projects.

(6) Survey, compile, and maintain a database on urban development management staff (at provincial/district/commune level) as a basis for developing training programs for the next phase.

Lead agency: Academy of Construction and Urban Management Cadres.

Time: Years 2025-2026.

Funds: Funded by economic projects.

(7) Integrate the content on ensuring the quality of urban development management human resources into the legal regulations on urban development.

Lead agency: Urban Development Agency and Academy of Construction and Urban Management Cadres.

Time: Year 2025.

(8) Coordinate with key localities to build a comprehensive plan for training and fostering the development of urban development management human resources.

Lead agency: Academy of Construction and Urban Management Cadres, Urban Development Agency.

Time: Regularly, annually.

Funds: The Ministry of Construction allocates funds from economic projects to survey, develop plans for each province, implement sequentially by 06 Economic - Social regions, at least 06 provinces/year.

Initially, focus on the localities: Thua Thien Hue, Khanh Hoa (oriented to become centrally governed cities by 2030), Quang Ninh, Kien Giang, Lam Dong, Yen Bai, implemented during 2025-2026.

(9) Implement other synchronized tasks identified in the "Strategy for developing human resources in the Construction sector for 2022-2030" of the Ministry of Construction in Decision 1413/QD-BXD in 2022.

Lead agency: Personnel Department, Academy of Construction and Urban Management Cadres, and related units.

Time: Years 2025-2030.

Funds: Funded by economic projects.

(10) Conduct studies and surveys on human resource development needs, propose program development, and organize specialized training courses at localities related to sustainable smart urban development, climate change adaptation, green growth, carbon emission reduction towards carbon neutrality, GIS application in planning and urban development management, development and management of underground space in major cities, etc.

Lead agency: Academy of Construction and Urban Management Cadres and related units.

Time: Regularly, annually.

Funds: Funded by economic projects.
