Regarding this matter, LawNet would like to answer as follows:
Vietnam Social Security has issued the Plan for implementing the "Month of Action for the Elderly in Vietnam" in 2024 including the following contents:
(1) Information and communication activities
- Disseminating information and raising awareness about the purpose and significance of the "Month of Action for the Elderly in Vietnam" in 2024, as well as the advantages and challenges faced by our country during the period of population aging.
- Cooperating with ministries, departments, organizations at all levels, central and local press agencies, etc., to enhance information and communication efforts, aiming to improve public awareness of the roles and significance of social insurance and health insurance for the elderly. Promoting communication and encouraging people to participate in social insurance and health insurance, and preparing for old age from an early age.
- Empowering the elderly to play a role in communicating and mobilizing their children, descendants, and the community to participate in social insurance and health insurance.
- Mobilizing organizations and individuals to contribute to the care, protection, and empowerment of the elderly, particularly those in difficult circumstances without proper support.
(2) Settlement of benefits and healthcare services
- Effectively implementing national programs for the elderly (striving to ensure that 100% of the elderly possess health insurance cards for medical treatment when they are ill, with a focus on elderly people living under disadvantaged circumstances who have not been covered or supported by the state budget or local budgets for health insurance; elderly people living in poverty, near-poverty, and elderly people belonging to ethnic minority groups).
- Continuing to coordinate with the Ministry of Health to implement health insurance policies, aiming to improve the quality of medical examination and treatment and meet the healthcare needs of the elderly and the general population.
- Applying information technology effectively in the resolution and payment of social insurance and health insurance benefits for participants, with special attention to the elderly.
- Mobilizing support and sponsorship resources to contribute to the health of the elderly through practical actions, such as supporting the purchase of health insurance cards for the elderly (from the age of 60 to under 80 without pensions or monthly social insurance allowances) living under disadvantaged circumstances.
(3) Empowering the role of the elderly
- Encouraging and motivating retired officials in the sector to actively participate in activities to build a new cultural life that suits their needs and abilities, such as participating in Party and mass organizations at the local level, maintaining public order and security, engaging in environmental protection and rural development, actively participating in the protection of sovereignty, territorial integrity in border areas, marine and island regions, contributing to economic development, poverty reduction through restructuring of crops, livestock, garden renovation, and the organization of traditional handicraft services that bring high economic efficiency, enriching families and society, and creating employment opportunities for local labor. This contributes to promoting the “tuổi cao gương sáng” ("bright example of advanced age") role of the elderly in various areas of social life.
