On July 17, 2024, the Minister of Finance (Hanoi, Vietnam) issued Decision 1644/QD-BTC on the Plan to implement Resolution 47/NQ-CP dated April 15, 2024, of the Government of Vietnam on the Action Program of the Government of Vietnam until 2030 to implement Conclusion 57-KL/TW dated June 15, 2023, by the Politburo on continuing to improve the quality and efficiency of foreign information in the new situation.

Decision 1644/QD-BTC in 2024 outlines the plan to implement the Government of Vietnam’s action program until 2030 on foreign affairs in the new situation by the Ministry of Finance (Hanoi, Vietnam), detailing several tasks and solutions as follows:

- Work on thorough dissemination, propaganda, and implementation of the Resolution

+ Disseminate and thoroughly convey the content of Conclusion 57-KL/TW by the Politburo to all officials and public employees, as well as laborers at the Ministry of Finance. Consider foreign information as an important part of political, ideological, and foreign affairs of the Communist Party, state diplomacy, and people’s diplomacy.

Educate, foster, and inspire patriotism, national pride, and a sense of responsibility among officials and public employees, as well as laborers at the Ministry of Finance, creating motivational momentum to promote internal strength contributing to national development.

Focus on information about national values, cultural values of the Vietnamese people in the development and international integration period, noble ideals of the Vietnamese nation, theories, and practices of socialism and the pathway to socialism in Vietnam, the role of the Communist Party, and the superiority of policies, considering protecting the party and state as protecting the image and prestige of the nation.

+ Develop programs and plans for foreign information at the Ministry of Finance to implement, ensuring uniformity and consistency in awareness and implementation, linked with the responsibility of unit leaders.

+ Propagate policies and laws on foreign information

- Enhance coordination among agencies and organizations in the political system; elevate state management responsibilities, and complete mechanisms and policies on foreign information

- Strengthen propaganda and promote the socio-economic status of Vietnam to credit rating organizations to improve and boost the national credit rating.

+ Promote digital transformation activities including developing a digital government, digital economy, and digital finance aiming at national development. Research, build, and deploy a database on foreign information by the Ministry of Finance to meet the requirements of foreign information tasks.

+ Enhance close coordination among units within the Ministry in implementing foreign information work based on clear division and assignment of tasks, avoiding overlap, ensuring comprehensive, consistent, and effective implementation of foreign information work.

+ Efficiently implement the coordination mechanism to provide information to the press, especially before sensitive, complex, and emerging issues, with the spirit of doing policy communication well, not evading existing sensitive issues.

+ Promptly conduct emulation and commendation work to encourage and expand good practices, recognizing contributions of individuals and collectives in the foreign information work of the Ministry of Finance.

- Innovate thinking, content, methods, and ways of foreign information.

+ Organize financial investment promotion conferences abroad to promote Vietnam's image to the world, attract direct and indirect foreign investment; organize international financial cooperation activities domestically and abroad, and organize bilateral and multilateral exchange delegations.

+ Bring about fundamental changes in thinking about foreign information work in the new phase; deeply understand the close relationship between foreign information and domestic information; party external relations, state diplomacy, and people’s diplomacy; link foreign information with political tasks, consider cyberspace as a new space for foreign information work.

+ Change the way of communication to promote Vietnam’s image to the world according to the way the world wants to know about Vietnam, based on unified communication content to make the world easily recognize Vietnam’s image; increase the use of cyberspace, especially on digital platforms and social networks to promote the image of the financial sector.

+ Apply information technology and digital transformation in foreign information work to change the way of foreign information work.

+ Facilitate foreign resident reporters in Vietnam and visiting foreign reporters to increase communication and promotion of policies and activities of the financial sector.

- Intensify combating false and negative information that affects the national image.

+ Proactively provide prompt and accurate information for domestic and foreign media, and digital platforms inside and outside the country; Innovate the work of combating and refuting false viewpoints and misinformation that affects the reputation and image of the financial sector by increasing positive information.

+ Build a rapid response force in cyberspace; ensure security and safety of the network system serving the information and communication work in cyberspace of the Ministry of Finance.

+ Educate and raise awareness of officials and public employees, laborers in general, and the foreign information task force specifically, to recognize, combat, and refute schemes and tricks by hostile forces, reactionary subjects, and political opportunists; prevent harmful, distorted, and inciting information against the viewpoints, policies, and guidelines of the Communist Party and the State's policies and laws.

- Increase resources for foreign information work.

+ Research and supplement the state budget catalog for foreign information work

+ Allocate at least one dedicated job position for foreign information work at the ministry.

+ Develop training programs and materials; organize training courses, seminars, and skill training to update knowledge on foreign information, and foreign languages for leaders, officials, public employees, and journalists, and editors involved in foreign information work.
