Plan for implementing the communications program 'For Traffic Safety in the Capital' 2024 in Vietnam

On July 12, 2024, the Hanoi City People's Committee issued Plan 211/KH-UBND to implement the Communications Program "For Traffic Safety in the Capital" 2024.

The purpose of this Plan is to create a strong involvement of the entire political system in ensuring traffic order and safety, reducing traffic congestion, and accidents in the city of Hanoi in 2024.

Promote the dissemination, propaganda, and education of laws to ensure traffic order and safety under the theme “Rule of Law to Build a Safe Traffic Culture,” enhancing public awareness while participating in traffic, contributing to the construction of urban order, civilization, and ensuring traffic order and safety in Hanoi city.

Step-by-step building and fostering traffic culture among youths and adolescents, particularly students of all levels in the City.

Requirements of the Plan:

- Strengthen leadership and direction by City Departments, sectors, and the People's Committees of districts and district-level towns in implementing tasks and solutions to reduce traffic congestion and accidents, and implement the Traffic Safety Year 2024 with the theme “Rule of Law to Build a Safe Traffic Culture.”

- Officials, Party members, public officials, and employees in agencies and units under Hanoi city must demonstrate exemplary compliance with traffic order and safety laws, particularly adhering strictly to the principle of “not driving after drinking alcohol,” building a culture of safe traffic in the Capital Hanoi.

- City Departments, sectors, the People's Committees of districts, district-level towns, and related units must closely follow the content of the Plan to organize activities ensuring effectiveness, timeliness, and quality as required.

- Intensify dissemination and propaganda in various forms; commend organizations and individuals with significant contributions to the Communications Program “For Traffic Safety in the Capital”; criticize behaviors violating traffic order and safety laws.

- Strictly comply with the law during the organization and implementation of the Communications Program “For Traffic Safety in the Capital” under the theme of 2024.

- The 2024 Communications Program “For Traffic Safety in the Capital” must innovate, ensure effectiveness, practicality, and create a widespread impact on the public and participating entities.

Content of the Plan to Implement the Communications Program 'For Traffic Safety in the Capital' 2024 in Vietnam

(1) Organize Competitions on Traffic Order and Safety:

- Organize multiple-choice exams to learn about the laws on traffic order and safety.

- Organize essay contests on developing traffic culture; exemplary individuals in ensuring traffic order and safety; proposing solutions or initiatives to reduce traffic congestion and accidents in the Capital.

(2) Organize Promotional Events during the Conclusion, Award, and Contest Launch Ceremony:

- Organize the hanging of banners, signs promoting traffic safety on the City's traffic system; promote the Communications Program on several streets of Hanoi; hang promotional banners on the electronic publications of the Economic and Urban Newspaper; on the specialized page giaothonghanoi.kinhtedothi.vn.

- Organize events in association with awarding the Contest’s Final Round; hang banners and promotional materials during the launch of the Program, the peak month of Traffic Safety for Students Going to School (held annually in September), during the Conclusion and Award Ceremony, and other events of the Communications Program.

(3) Operate the specialized page giaothonghanoi.kinhtedothi.vn:

- Publish the specialized page Giao Thong Hanoi to propagate policies, and laws on traffic safety from the Central Government and Hanoi city.

- Post articles, videos, and images of exemplary individuals in ensuring traffic order and safety.

- Criticize bad behaviors, causing disorder, and traffic unsafety; interact with some other social media pages to consistently build a traffic culture in the City.

- Promote information and propaganda about the 2024 Communications Program “For Traffic Safety in the Capital.”
