On December 25, 2024, the Minister of Health of Vietnam issued Decision 3915/QD-BYT on the Plan for implementing the communication scheme on prevention and control of harmful effects of alcohol and beer until 2030 in Vietnam.
The Minister of Health of Vietnam issued the Plan for implementing the communication scheme on prevention and control of harmful effects of alcohol and beer until 2030 in Vietnam with the following tasks and activities:
(1) Develop and disseminate media materials
* Content:
- Develop standard media materials on preventing and controlling the harmful effects of alcohol and beer in relevant fields.
- Collaborate and guide media agencies in creating news articles and special sections on the health impacts of alcohol and beer.
- Develop and disseminate media materials on preventing and controlling the harmful effects of alcohol and beer for the healthcare sector's media network.
* Implementation timeframe:
- Develop media content and materials: 2024-2025
- Continue updating and supplementing media content and materials: 2026-2030
(2) Organize training to enhance communication capacity on preventing and controlling the harmful effects of alcohol and beer for individuals involved in the healthcare sector’s communication efforts.
- Training subjects: health workers, individuals involved in preventing and controlling the harmful effects of alcohol and beer.
- Timeframe: 2024-2030
(3) Implement activities and media forms
Develop a plan to organize and implement media activities and forms to prevent and control the harmful effects of alcohol and beer in the healthcare field.
* Content:
- Organize programs and media campaigns on preventing and controlling the harmful effects of alcohol and beer in various formats; integrate communication with contests, activities, events in health, culture, sports, and tourism.
- Conduct communication on preventing and controlling the harmful effects of alcohol and beer via mass media, social networks, the Internet, mobile phones, and online consultations.
- Implement media forms on preventing and controlling the harmful effects of alcohol and beer at the community level and to each citizen; prioritize communication at public places, tourist areas, and amusement parks.
- Organize conferences to disseminate and popularize legal policies on preventing and controlling the harmful effects of alcohol and beer for agencies, organizations, and related individuals.
- Conduct communication and counseling on preventing and controlling the harmful effects of alcohol and beer for patients, their families, and citizens accessing medical examination, treatment, and services at healthcare facilities.
- Deploy and replicate communication initiatives and models on preventing and controlling the harmful effects of alcohol and beer at healthcare facilities, communities, and related agencies and organizations.
* Target audience for communication:
- Community residents; alcohol and beer users; individuals at high health risk or suffering from alcohol-related diseases or disorders.
- Healthcare officials and staff; those working in healthcare facilities; individuals involved in efforts to prevent and control the harmful effects of alcohol and beer.
- Agencies and organizations related to the prevention and control of the harmful effects of alcohol and beer.
* Implementation timeframe: 2024-2030.
(5) Inspection, supervision, and urging the implementation of the Scheme
* Content:
- Organize inspection, supervision, and evaluation of communication activities on preventing and controlling the harmful effects of alcohol and beer from central to local levels.
- Monitor and urge the implementation of the Scheme; compile and report the implementation status and results of the Scheme by ministries, central authorities, and local authorities to the Prime Minister of the Government of Vietnam according to regulations.
* Implementation timeframe: 2024-2030.
