Regarding this matter, LawNet would like to answer as follows: 

On April 19, 2024, the Minister of Natural Resources and Environment of Vietnam issued Decision 1062/QD-BTNMT on the plan for implementing regulations on household solid waste management according to the provisions of the Law on Environmental Protection 2020.

Plan for implementing regulations on household solid waste management in Vietnam

The plan for implementing regulations on household solid waste management in Vietnam focuses on the following main contents:

(1) Developing and issuing 03 decrees, 02 national technical standards, and 01 related technical guidance on household solid waste management.

- Decree on the technical process of collection, transportation, and treatment of post-classification household waste; to be issued in June 2024.

- Decree stipulating the economic and technical criteria for the collection, transportation, post-classification household waste treatment, and sanitary landfill disposal of food waste; to be issued in June 2024.

- Decree stipulating the economic and technical criteria for the remaining methods of household solid waste treatment; to be issued in September 2024.

- National technical standard for incineration of household solid waste; to be issued in November 2024.

- National technical standard for landfilling of solid waste; to be issued in November 2024.

- Guidance on the model of household solid waste treatment in urban and rural areas; to be issued in the fourth quarter of 2025.

(Details of the implementation plan for the construction of legislative documents guiding the content of household solid waste management according to the provisions of the Law on Environmental Protection 2020 are attached in the accompanying Appendices).

(2) Inspecting, urging, monitoring, and guiding localities in the management of household solid waste

- Completing a handbook on the technical classification of household solid waste in households and individuals for reference and application in localities; to be completed in April 2024.

- Issuing guidance on the model of household solid waste treatment in urban and rural areas; to be issued in November 2025.

- Organizing working delegations from the Ministry of Natural Resources and Environment with People's Committees of some localities to urge the implementation of household solid waste classification at households and individuals; scheduled for May 2024.

- Organizing 03 regional-level workshops on the management and operation of household solid waste classification, collection, transportation, and treatment; scheduled for September 2024.

- Launching simultaneous inspections and final reviews of conditions to ensure the best implementation of the provisions of the Law on Environmental Protection 2020 and regulations on household solid waste classification at households and individuals; scheduled for October 2024.

(3) Organizing information dissemination and communication on household solid waste management and waste classification at the source

- Target audience for information dissemination and communication:

+ Officials specializing in propaganda and communication work in departments, agencies, political and social organizations from central to local levels, and representatives of media agencies nationwide.

+ Cultural and tourism officials; youth, students, and teachers at all levels of education nationwide.

+ Dignitaries, monastics, followers of religions, ethnic minority communities, and the residential community.

+ Urban environmental companies, organizations, businesses, and residents nationwide.

+ Officials and public employees working in units under the Ministry.

- Forms of information dissemination and communication:

+ Indirect communication through the production and distribution of media publications (documentaries, films, panel discussions, TV programs, news, articles, in-depth articles, specialized articles...) on mass media and the information system: media agencies; the electronic portal of the Ministry of Natural Resources and Environment, the newspaper "Natural Resources and Environment," the magazine "Natural Resources and Environment," the electronic information portal of the Center for Communication of Natural Resources and Environment, and the electronic information portals of other units under the Ministry; the loudspeaker system in communes and wards nationwide.

+ Direct communication through organizing conferences, workshops, forums, specialized training sessions; competitions; panel discussions and other innovative forms of communication.

+ Integrating information dissemination and communication on household solid waste management into conferences, panel discussions, forums, interviews, dialogues, press conferences, etc. on the Law on Environmental Protection 2020 and environmental areas.

- Content of information and communication

+ Developing and completing the project "Communication on management and fee collection for household solid waste".

- Communication on the guidance and direction of implementing the Law on Environmental Protection 2020, focusing on the following contents: Viewpoints, guidance on implementing regulations on waste classification at the source, collection and transportation costs, and treatment from households and individuals; Preparation for implementing communication tasks at the Departments of Natural Resources and Environment and related units, individuals, and businesses, etc.;

Guidance on the process of classifying and treating organic waste at households, raising awareness of environmental sanitation and the benefits of waste classification and treatment at households; Guidance on how to classify, collect, and store hazardous solid waste; Communication on the impacts and hazards of household hazardous waste on human life and health; Communication on waste treatment and recycling (information about solid waste treatment and recycling plants, methods, and technologies for waste treatment; Extended Producer Responsibility for organizations and individuals in production, importation of products, packaging, etc.);

Encouraging households and individuals to classify household solid waste at home; reflecting the difficulties and obstacles faced by people and businesses in implementing regulations on waste classification, collection, transportation, and treatment of household solid waste; introducing typical models of waste classification at the source suitable for different rural, urban, mountainous, coastal, and island areas, both domestically and internationally.

+ Developing and implementing a model of household solid waste classification at the headquarters of the Ministry of Natural Resources and Environment, ensuring stability and discipline; organizing training and implementing household solid waste classification at the headquarters of the Ministry of Natural Resources and Environment on World Environment Day, June 5, 2024.

+ Establishing a communication team on household solid waste management and waste classification at the source, from the central to local levels.
