On March 28, 2024, the Ministry of Justice of Vietnam issued Decision 511/QD-BTP on the Plan for implementing Militia and Self-Defense work and national defense education in 2024.

The Ministry of Justice of Vietnam promulgated the Plan for implementation of militia and self-defense work and national defense education in 2024 with the following content:

(1) Issuance of documents directing the implementation of militia and self-defense work, defense and security education; Guidance and direction documents of the Ministry of National Defense and competent agencies

* Advise the Ministry's leaders to promulgate the Ministry of Justice's Plan to implement the work of Militia and Self-Defense, defense and security education in 2024

- Presiding unit: Ministry's Military Command; Organize staff;

- Coordinating unit: Units under relevant ministries;

- ExpectedResults: Decision to issue the Plan;

- Implementation time: Quarter I/2024.

* Integrate leaders performing militia and self-defense work with leaders performing political tasks in 2024 of the Ministry of Justice

- Leading unit: Office of the Party - Union;

- Coordinating unit: Units under relevant ministries;

- ExpectedResults: Decision to issue the Plan;

- Implementation time: Every month in 2024.

* Deploy and implement guidance and direction documents of the Ministry of National Defense, competent agencies, and plans to implement Militia and Self-Defense work, defense, and security education in 2024 of the Ministry of Justice

- Presiding unit: Ministry's Military Command; Organize staff;

- Coordinating unit: Units under relevant ministries;

- ExpectedResults: Decisions, documents/plans;

- Implementation time: According to the requirements of each guiding and directing document.

* Coordinate with other relevant units to research and develop combat plans/options

- Presiding unit: Ministry's Military Command;

- Coordinating unit: Other relevant units;

- ExpectedResults: Plans, plans;

- Implementation time: Regularly/When required.

* Advise Ministry leaders to attend meetings of the Ministry of National Defense and other meetings and conferences on defense work

- Responsible unit: Ministry Office;

- Coordinating unit: Other relevant units;

- ExpectedResults: Reports, documents;

- Implementation time: At the request of the Ministry of National Defense.

(2) Participating in commenting and evaluating legal documents related to militia and self-defense work, national defense and security education

- Leading unit: Law-making units;

- Coordinating unit: Other relevant units;

- Implementation time: At the request of the competent authority;

-Result: Documents for comments and appraisal;

- Implementation time: According to the request of the competent authority.

(3) Work of building forces and organizing activities

* Review, manage and monitor self-defense forces, reserve forces, professional women needed for the army, vehicles needed to mobilize for war and conscription sources in 2025

- Presiding unit: Ministry's Military Command;

- Coordinating unit: Units under relevant ministries;

- Results: Official dispatches, documents, and guiding documents;

- Implementation time: According to the request of the competent authority.

* Advise the Ministry's leaders to implement the training plan for Command Board officers and self-defense officers; self-defense training, reserve force training; competitions and sports festivals; drills by the Ministry of Defense and competent agencies

- Presiding unit: Ministry's Military Command;

- Coordinating unit: Units under relevant ministries;

- Results: Plans, documents;

- Implementation time: According to the request of the competent authority.

* Organize a permanent duty force for the agency during holidays, New Year, and important anniversaries of the country, contributing to ensuring security and order in the area where the agency or unit is headquartered.

- Presiding unit: Ministry's Military Command; Units under the Ministry have their own headquarters

- Coordinating unit: Units under relevant ministries;

-Results: Plans, documents;

- Implementation time: Regularly.

(4) National defense and security education

* Continue to advise and effectively implement training in defense and security knowledge for subjects

- Responsible unit: Department of Personnel Organization;

- Coordinating unit: Units under relevant ministries;

- Results: Plans, documents;

- Implementation time: Regularly.

* Coordinate with the Center for National Defense Education to organize defense and security education for students

- Host unit: Hanoi Law University, Law Colleges;

- Coordinating unit: Other relevant units;

-Results: Plans, documents;

- Implementation time: According to the Program/Coordination Plan.

(5) Propaganda information about militia and self-defense work, defense, and security education at the Ministry and Justice sector

- Leading unit: Department of Information Technology, Vietnam Law Newspaper, Democracy and Law Magazine;

- Coordinating unit: Other relevant units;

- Results: News, articles;

- Implementation time: Regularly.

(6) Developing the economy and society in connection with national defense and security

Monitor and urge the implementation of the Plan for Economic and Social Development in connection with national defense and security by the Ministry of Justice.

- Leading unit: Ministry's Office.

- Coordinating units: Relevant units under the Ministry.

- Results: Plan, reports.

- Implementation period: Regularly.

(7) Ensuring budget for People's Self-Defense, national defense, and security work

- Leading unit: Planning and Finance Department.

- Coordinating units: Military Command; Ministry's Office; Organization and Personnel Department.

- Results: Plan, budget estimates.

- Implementation period: Regularly.
