On December 11, 2024, the Prime Minister of the Government of Vietnam issued Decision 1544/QD-TTg regarding the Plan for implementation of the Law on Electricity in Vietnam.

Plan for implementation of the Law on Electricity in Vietnam​

(1) On the completion of the institutional framework and policies

* Developing policies, legal regulations, and administrative documents

- The Ministry of Industry and Trade of VIetnam and related ministries and central authorities are tasked with developing legal regulations detailing the Electricity Law according to the Prime Minister's Decision on assigning the main drafting agency for the detailed implementation regulations of laws and resolutions passed by the National Assembly of the XV Legislature at the 8th Session.

The legal regulations to be developed under expedited procedures must adhere to the following principles:

+ Ensure that opinions are collected from those directly affected by the documents.

+ Adhere closely to the spirit and directive viewpoints of the National Assembly, the Standing Committee of the National Assembly, the Government of Vietnam, and the Prime Minister during the process of developing and promulgating the Electricity Law.

+ Ensure maximum inheritance of existing regulations that are "mature," "clear," and have been implemented stably and effectively; ensure the continuation and development of breakthrough policies and regulations recently issued by the Government of Vietnam in the direction of updating the legal basis and new provisions of the Electricity Law.

- The Ministry of Industry and Trade is tasked with leading and coordinating with the related ministries and central authorities in developing the list of other documents to implement the Electricity Law, attached to this Plan.

- Based on this Plan and integrating the list of detailed regulations of the Electricity Law, the Ministry of Industry and Trade is tasked with developing and issuing a specific plan for implementing the Law, including: A list of documents for implementing the Electricity Law and other necessary content to organize the effective, practical implementation of the Law.

- The Ministry of Justice of Vietnam is tasked with leading and coordinating with the Ministry of Industry and Trade and related ministries and central authorities to promptly appraise the legal regulations detailing the Electricity Law.

* Organizing the review of legal regulations

- The Ministry of Industry and Trade is tasked with leading and coordinating with the related ministries and central authorities to systematize, compile a list of legal regulations related to the power sector; review to issue under authority or submit to the competent state agency for amendment, supplementation, replacement, abolition, or new issuance, ensuring conformity with the provisions of the Electricity Law.

- The ministries and central authorities, based on their assigned functions and tasks, are responsible for organizing the review of legal regulations related to power in their respective sectors, issuing under authority or submitting to the competent state agency for amendment, supplementation, replacement, abolition, or new issuance, ensuring conformity with the provisions of the Electricity Law.

- The ministries and central authorities, People's Committees at all levels are proactive in implementing the content assigned at point a and point b of this section, sending the list of documents that need amendment, supplementation, replacement, abolition to the Ministry of Industry and Trade before March 1, 2025, for summarization, monitoring, urging, and coordinating implementation according to regulations.

(2) On the work of information dissemination, legal education

- Develop, compile materials for dissemination, deep training on the contents of the Electricity Law for agencies, organizations to refer to and use uniformly nationwide.

+ Leading agency: Ministry of Industry and Trade.

+ Coordinating agency: Various ministries and equivalent agencies; agencies under the Government of Vietnam; the Central Council for the Coordination of Legal Dissemination and Education; People's Committees of provinces and cities directly under the central government and related agencies and organizations.

+ Form of organization: In-person or online.

+ Implementation time: 2025 and subsequent years.

- Develop, organize a series of events, discussions, implement specific sections, programs, articles popularizing knowledge about electricity law; conferences to thoroughly grasp, propagate, disseminate, deep training on the Electricity Law, its detailed regulations, and related laws for officials of departments, agencies at all levels, businesses, organizations, and electricity customers in local areas.

+ Leading agency: Ministry of Industry and Trade.

+ Coordinating agency: Related agencies, provincial People's Committees, and related agencies and organizations in local areas.

+ Implementation time: The years 2024, 2025, and subsequent years.
