On July 18, 2024, the Prime Minister of Vietnam issued Decision 696/QD-TTg on the Plan for Implementing the Ha Tinh Provincial Planning Period 2021-2030, Vision to 2050.
The Prime Minister of Vietnam issued the Plan for Implementing the Ha Tinh Provincial Planning Period 2021-2030, Vision to 2050 with the main contents as follows:
(1) Complete the synchronized system of plans
- Review, abolish plans on the development of specific goods, services, and products, determining the quantity of goods, services, products produced and consumed in the locality, and plans no longer suitable to reality and legal regulations; publicly announce the list of plans integrated into the Provincial Planning according to the provisions of Article 59 of the Planning Law.
- By 2025, complete the review, formulation, and adjustment of urban, rural, technical, and specialized plans in Ha Tinh Province as per legal regulations, ensuring consistency and synchronization with the approved Provincial Planning.

(2) Implement projects according to the Provincial Planning
* Prioritized projects and phases of investment implementation in the Provincial Planning.

- Principles for determining public investment projects
+ Comply with the Public Investment Law, State Budget Law, and related authoritative documents on public investment.
+ Complete infrastructure from projects implemented with public investment capital to maximize the benefits of works and projects; use public investment to activate all social resources.
+ Prioritize infrastructure projects creating significant ripple effects, especially strategic transport infrastructure of the province, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connections; infrastructure of Vung Ang Economic Zone and Cau Treo International Border Gate Economic Zone; healthcare, education, culture, sports, social welfare, science and technology infrastructure; urban technical infrastructure, especially identified dynamic urban areas in the Provincial Planning to attract investment capital resources, ensuring a reasonable and effective investment structure.
+ Continue to prioritize the completion of irrigation, dike systems, water supply, waste treatment, wastewater, healthcare, education, social welfare, national defense, security, environmental protection infrastructure, disaster prevention and mitigation, climate change and sea-level rise adaptation; support the realization of green and sustainable development goals; focus on infrastructure investments serving socio-economic development for ethnic minority and mountainous, border regions of the province.
- Investment projects using sources other than public investment capital
+ Invest in the completion of provincial infrastructure to maximize the effectiveness of investments in infrastructure projects already implemented using public investment capital. Promote investment attraction to expand and improve the productivity and efficiency of production and business establishments within the province.
+ Priority sectors for attracting investment include: industrial zone infrastructure, industrial cluster infrastructure; high-tech processing and manufacturing; power and grid infrastructure; logistics infrastructure, seaport systems, inland waterway terminals; high-tech agricultural, forestry, and fishery zones; clean water supply; urban areas, tourist areas, sports areas; educational, healthcare, cultural, sports, commercial, and service infrastructure.
+ Prioritize attracting investment resources from economic sectors to focus on developing 4 key economic clusters, 3 urban centers, 3 economic corridors, and a growth impetus center according to planning orientation.
- Location, boundary scope, land use area, route direction, total investment structure, implementation capital sources, and detailed project information will be specified in urban planning, rural planning, district-level land use planning, specialized technical planning, or during the phase of formulation, appraisal, approval, or investment decision of programs and projects.
* Resources for implementing the plan
To achieve the GRDP growth target of over 9% annually on average during the planning period 2021-2030, it is expected to mobilize a total social investment capital of about 800 trillion VND, specifically:

Proactively improve local development mechanisms, policies, and cooperate with central ministries and authorities, localities in the North Central region to build and complete regional institutional policies and key proposals that create breakthroughs for provincial, regional, and sectoral development (national level).
(3) Land use planning
Based on the national land use planning, national sectoral plans, North Central region and Central coastal region planning for the period 2021-2030, vision to 2050, Ha Tinh Provincial Planning period 2021-2030, vision to 2050, national security land use planning period 2021-2030, vision to 2050, national defense land use planning period 2021-2030, vision to 2050, national land use planning targets period 2021-2030, vision to 2050, national land use plan for 5 years 2021-2025 assigned in Decision 326/QD-TTg on March 9, 2022 and Decision 227/QD-TTg on March 12, 2024 by the Prime Minister of Vietnam adjusting some land use targets to 2025, Ha Tinh Provincial People's Committee will formulate and submit for approval the Ha Tinh Provincial Land Use Plan for the period 2021-2025 and 2026-2030 as per legal regulations.
