On May 8, 2024, the Minister of Industry and Trade issued Decision 1080/QD-BCT on the plan for digital transformation in 2024.

The plan for digital transformation of the Ministry of Industry and Trade of Vietnam in 2024 specifically includes the following tasks:

(1) Perfecting the institutional framework

- Issuing the plan for digital transformation of the Ministry of Industry and Trade of Vietnam in 2024

- Issuing the Ministry of Industry and Trade's Plan to implement Decision 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing the application of population data, digital identification and electronic authentication to serve the national digital transformation in 2024

- Approving the classification levels of the Ministry of Industry and Trade's information system

- Issuing Version 3 of the e-Government Architecture of the Ministry of Industry and Trade

- Developing and issuing a digital transformation plan in the energy sector, with a focus on the electricity industry towards maximizing and automating distribution networks for efficient power supply

- Developing and issuing a Project to support manufacturing enterprises to apply Industry 4.0 technologies and digital transformation for smart production development by 2030

- Developing and issuing a digital transformation plan in the logistics sector

- Promoting the use of high-level online public services, focusing on reviewing and advising the competent authorities to issue policies to reduce time, fees, and charges when implementing administrative procedures in the electronic environment

- Implementing the determination and publication of the Digital Transformation Index of units under the Ministry of Industry and Trade

- Reviewing legal documents related to the Law on Electronic Transactions under the assigned management jurisdiction and send the results to the Ministry of Information and Communications for summarization.

- Developing an inspection and supervision plan to monitor the implementation of digital transformation tasks at the Ministry of Industry and Trade.

(2) Developing e-Government

- Developing and completing fully online public services and partially online public services.

- Organizing connectivity and integration to provide more fully online public services that meet requirements on the National Public Service Portal.

- Connecting the Ministry of Industry and Trade's e-Portal, Administrative Procedure Settlement Information System with the National Public Service Portal's system for assessing service quality for citizens and enterprises, and the system for monitoring and measuring the provision and use of digital government services.

- Developing an information system to serve the periodic administrative inspections of the Ministry of Industry and Trade for managed entities in the digital environment.

- Digitizing dossiers and results of administrative procedures in receiving and processing administrative procedures at the single-window department of the Ministry of Industry and Trade.

- Publishing the results of evaluating the quality of service for citizens and enterprises based on real-time data of ministries, sectors, and localities according to the set of indicators in Decision 766/QD-TTg of 2022 approving the set of indicators for directing, managing, and evaluating the quality of service for citizens and enterprises in implementing administrative procedures and public services in real-time in the electronic environment.

- Promoting the reporting information system of the Ministry of Industry and Trade to ensure connectivity and integration with the Government's reporting information system.

- Promoting the application of specialized government digital signatures in electronic documents, online public services, and electronic document authentication.

- Connecting the system for Handling administrative violation fines in the field of market management with the National Public Service Portal.

(3) Developing digital data: Providing data sharing services of the Ministry of Industry and Trade on an integrated, data sharing platform (NDXP/LGSP)

(4) Ensuring network information security and cybersecurity

- Organizing the classification, identification, and approval of proposals for the security levels of information systems and information security assurance plans in accordance with the law and national standards on information system security by level

- Fully implementing the 4 network information security assurance solutions:

+ Implementing Internal software developed in compliance with the Secure Software Development Framework (DevSecOps)

+ Fully implementing information system security assurance plans according to the security levels of the operating information systems

+ Testing and evaluating network information security for operating information systems before being put into use, when being upgraded, changed, and periodically as regulated

+ Managing and operating the operating information systems under the 4-layer model according to Directive 14/CT-TTg dated June 7, 2019
