Regarding this matter, LawNet would like to answer as follows: 

On April 16, 2024, the Minister of Construction issued Decision 320/QD-BXD approving the "Plan for Digital Transformation and Network Information Security Assurance of the Ministry of Construction in 2024".

The Plan for Digital Transformation and Network Information Security Assurance of the Ministry of Construction in 2024 has set the following objectives:

** General objectives

- To closely follow the Party's orientations and guidelines, the Government's directives, and implement synchronized solutions to effectively carry out the tasks of applying information technology (IT) and digital transformation of the Ministry of Construction in 2024; integrate digital transformation work with administrative reform and modernization at the Ministry of Construction.

- To promote the deployment and application of digital platforms, ensuring network information security to serve the management, direction, and operation of the Ministry's leadership, and contributing to improving the effectiveness of state management to meet the requirements of building an e-Government towards a digital Government at the Ministry of Construction.

- To enhance the efficiency of serving people and businesses, to ensure transparency in the process of administrative procedure settlement, and to improve the quality of public services provided by the Ministry of Construction.

- To build and deploy centralized databases, national databases related to state management fields of the Ministry to meet the requirements of data sharing on a national scale.

- To improve the quality of IT human resources, strive to master technology, information systems, databases, and technical infrastructure to serve the development of e-Government, building a digital Government at the Ministry of Construction.

- To complete the human resources allocation and financial resources appropriately to ensure the implementation and completion of the IT application, digital transformation tasks at the Ministry of Construction in 2024 and the following years.

** Specific objectives

(1) Application of IT and digital transformation to serve the management and operation of the Ministry of Construction

- 100% of official documents and materials exchanged between units within the Ministry of Construction are implemented in electronic form, through the e-Portal, Document Management and Operation System, and email system (excluding classified documents).

- 100% of official documents and materials exchanged between the Ministry of Construction and other state agencies are conducted electronically, through its own data transmission system, the national interconnection axis for national document sharing.

- 100% of the tasks of the Government, the Prime Minister, and the Ministry of Construction are monitored and updated.

- At least 90% of work records at the Ministry of Construction are processed online (excluding work records with classified content).

- 100% of officials and public employees use official email in their work.

- 100% of officials and public employees participate in training courses to enhance their awareness of digital transformation, digital conversion skills, and digital platform business management skills (using official email in their work).

- Ensure technical conditions, infrastructure, and equipment to deploy IT applications to serve the management, direction, operation, and administrative work processing of the Ministry of Construction; serve the people and businesses in participating in administrative procedure settlement.

(2) Application of IT to serve people and businesses

- 100% of the population and businesses using online public services are identified and authenticated seamlessly and uniformly across all systems of the Ministry of Construction, from central to local levels.

- At least 60% of records are received and processed online on the Ministry of Construction's online administrative procedure settlement system.

- At least 80% of administrative procedure records are fully processed online, with citizens only having to enter data once.

- At least 90% of citizens and businesses are satisfied with the settlement of administrative procedures by the Ministry of Construction.

- At least 60% of information systems related to citizens and businesses at the Ministry of Construction have been interconnected through integrated, shared data platforms. Citizen and business information has been digitized and stored in national databases without the need for re-declaration.

(3) Ensuring information security and cybersecurity

- At least 70% of information systems, databases managed and operated at the Data Center of the Ministry of Construction are approved at the appropriate level and fully implement approved solutions and plans to ensure information system security.

- Deploy information security solutions at the appropriate level, combined with the organization and implementation of information security for the system according to the 4-level model at the Ministry of Construction; connect and share information on information security monitoring with the National Cybersecurity Supervising Center (NCSC).

- Implement monitoring, inspection, and evaluation of information security, cybersecurity for information systems, databases, and IT infrastructure of the Ministry of Construction.

- Enhance the ability to detect and early warn of information security risks, cyber-attacks.

- Raise awareness among all officials, public employees, and employees about the responsibility and importance of ensuring information security and cybersecurity.
