Regarding this issue, LawNet would like to answer as follows:
On March 5, 2024, the General Director of Vietnam Social Insurance issued Decision 271/QD-BHXH on the Plan for controlling administrative procedures in the Vietnam Social Insurance sector for 2024.
The Plan for Controlling Administrative Procedures in the Vietnam Social Insurance sector for 2024 will focus on the following important tasks:
(1) Forming guidance and administration documents
- Form a plan to control administrative procedures for 2024
- Continue to focus on digitization, linking the digitization of records and the results of resolving administrative procedures with the implementation of receiving and resolving administrative procedures; Promote the reuse of digitized data between ministries, branches, and localities through connecting and sharing data with the personal and organizational data management warehouse on the National public service Portal;
- Develop, complete, and update the list of document components to be digitized according to Circular 01/2023/TT-VPCP; List of codes for administrative procedure resolution results; List of document type codes according to regulations of Vietnam Social Insurance (Point b Clause 2 Article 14 Decision 1333/QD-BHXH, dated September 25, 2023).
(2) Reviewing and implementing plans to simplify administrative procedures; innovating the implementation and resolution of administrative procedures; and providing services to serve people and businesses
- Complete, integrate, and provide interconnected online service groups on the National Service Portal according to the Prime Minister's Decision approving the List of integrated online service groups and providing them on the National Service Portal for 2024 .
- Implement process restructuring; provide interconnected online services for services/administrative procedures: "Dealing with sickness, maternity, and health recovery benefits" Full process level:
+ Review, restructure processes, and coordinate to build a seamless process to provide online services.
+ Coordinate to complete online interconnection services and submit them to the Prime Minister to promulgate regulations on the implementation of electronic interconnection.
+ Complete, integrate, and provide a connected online service group on the National Service Portal.
- Review and standardize declarations and forms; restructuring the process for online services the Social Insurance sector is providing, ensuring user-centered principles; and, at the same time, prioritizing building, integrating, and providing interconnected online service groups at a comprehensive level to meet the requirements of people, businesses, and the goals and requirements of the Government and the Prime Minister; Improve the quality of resolving administrative procedures
- Review and perfect the business process to increase utilities, diversify payment forms, use non-cash payment methods in collecting, paying contributions, and paying social insurance, health insurance, and unemployment insurance benefits.
The number of people receiving social insurance, health insurance, and unemployment insurance benefits through non-cash payment methods in urban areas reached over 68%.
- Organize and implement the Plan to simplify administrative procedures
- Upgrade and complete professional software to meet technical requirements, ensuring online service provision according to instructions from the Government Office; coordinate to complete shared categories on the National Service Portal.
(3) Announcing and publicizing administrative procedures and updating administrative procedures in the National Database on Administrative Procedures
- Control the form, content, and submission of the decision announcing administrative procedures (drafted by professional units)
- Publicize administrative procedures promptly, completely, and accurately on the National Database on Administrative Procedures so that officials, civil servants, people, and businesses can know, implement, and monitor the implementation.
- Announcing the list of administrative procedures within the scope of management that have enough conditions to carry out online service throughout the process (as prescribed in Decree 42/2022/ND-CP)
- Post the Decision announcing administrative procedures and documents regulating and guiding administrative procedures on the Electronic Information Portal of Vietnam Social Insurance; Social Insurance Magazine
(4) Receiving, processing, updating, and monitoring the results of the proposed plan regarding the administrative regulations of organizations and individuals
- Receive and process proposed plan according to administrative regulations
- Handling proposed plan regarding administrative regulations
- Publicize the results of handling proposed plan regarding administrative regulations
(5) Receiving documents and returning the results of resolving administrative procedures
- Organize the reception, resolution, and return of administrative procedure results
- Monitor the status of receiving documents, resolving and returning administrative procedure results of provincial and city social insurance agencies on the "Centralized electronic one-stop shop" system throughout the industry.
(6) Inspection and guidance on administrative procedure control
- Develop inspection programs and plans, and guide organizations to strictly implement the receipt of administrative procedure dossiers; promptly handle and remove difficulties and problems related to regulations and administrative procedures.
- Organize inspection and verification according to authority, clarify acts of harassment, causing difficulties in resolving administrative procedures; strictly handle relevant organizations and individuals in accordance with regulations; promptly rectify the settlement of administrative procedures under the authority of ministries, agencies, and localities.
- Organize and carry out inspections and guidance on administrative procedure control at social insurance in provinces and cities according to plan.
(7) Applying IT to implementing administrative procedure control
- Continue to upgrade the electronic one-stop information system of the Social Insurance sector to meet the requirements of the industry's professional processes and regulations; Synchronize 100% of application status and administrative procedure resolution results on the Social Insurance sector's electronic single-window information system with the National Service Portal.
- Continue integrating public services into the VssID Application.
- Connect data, publicize the results of assessing the quality of service to people and businesses according to Decision 766/QD-TTg dated June 23, 2022, of the Prime Minister from the National Public Service Portal to the Vietnam Social Insurance Electronic Information Portal
(8) Communication work
- Communicate about the sector's administrative procedure reform activities.
- Promote communication on digital platforms; enhance the effectiveness of multimedia communication and social networks.
- Deploy measurement of people's satisfaction with the service of the Social Insurance sector for 2024 according to the Plan
(9) Report on administrative procedure control: Prepare a report on administrative procedure control (according to the attached report form)
