On December 31, 2024, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Decision 2336/QD-BLDTBXH regarding the Administrative Reform Plan of the Ministry of Labor, War Invalids and Social Affairs for 2025.

The issuance of the Administrative Reform Plan for 2025 of the Ministry of Labor, War Invalids and Social Affairs of Vietnam aims to achieve the following objectives:

- Continuously develop and improve the institutional system regarding labor, people with meritorious services, and social affairs to ensure constitutional legality, coherence, specificity, and feasibility. The focus is on improving quality, ensuring the progress of construction, promulgation of legislative documents, and organizing the implementation of institutions within the management scope of the Ministry according to the defined plan.

- Implement strict control of administrative procedures; reduce and simplify regulations related to business activities; review, simplify internal administrative procedures; fully, promptly publish, disclose, and update administrative procedures; resolve administrative procedures dossiers within the stipulated time frame.

- Continue to vigorously innovate and reorganize the organizational structure of the Ministry to align with the general orientation content of the Central Steering Committee, the Government of Vietnam’s Steering Committee, and the Ministry's Steering Committee according to the orientation plan for reorganizing and streamlining the government organizational structure of the Government of Vietnam regarding summarizing the implementation of Resolution No. 18-NQ/TW; promote downsizing associated with restructuring to improve the quality of officials and public employees.

- Enhance training and development to improve the competencies of officials and public employees possessing ethical qualities, a sense of responsibility, and high professionalism, with sufficient cadministrative proceduresacity for management, operation, consulting, or policy-making, organization and implementation, bringing policies and laws related to labor, people with meritorious services, and social affairs into life according to the orientation plan for reorganizing and streamlining the government organizational structure of the Government of Vietnam regarding summarizing the implementation of Resolution No. 18-NQ/TW.

- Continue to reform financial mechanisms for state management units, public service providers under the Ministry, including reform of the use of state funding and the mechanism for implementing science and technology tasks; tightly control state budget regularly and investment spending linked to task performance results and output products of state management units, public service providers to enhance the efficiency of budget management and use, state assets, thereby saving expenses, creating additional income sources for officials, public employees, and workers based on the performance of assigned tasks.

- Strengthen the administrative proceduresplication of information technology in the operations of agencies and units to ensure consistency and efficiency; administrative proceduresply information technology to serve management, direction, and governance activities, provide services to people, enterprises of the Ministry to enhance the effectiveness and efficiency of state management concerning labor, people with meritorious services, and social affairs. Modernize information technology infrastructure, provide partial and full online public services increasing in both quantity, service quality, and the number of processed dossiers. Enhance consistency, interconnection of information systems, databases between units within the Ministry and other ministries, central and local authorities.

- Promptly implement and comprehensively complete the assigned contents and tasks in the 2025 activity plan of the Government of Vietnam’s Steering Committee for Administrative Reform.
