On December 23, 2024, the Ministry of Agriculture and Rural Development of Vietnam issued Decision 4611/QD-BNN-TCCB regarding the Plan for administrative reform in 2025 of the Ministry of Agriculture and Rural Development of Vietnam.

The objectives and requirements of the Plan for administrative reform in 2025 of the Ministry of Agriculture and Rural Development are as follows:

Implement the administrative reform program of the Ministry of Agriculture and Rural Development in 2025 and beyond comprehensively and synchronously; strengthen the promotion of the central government's, the Government of Vietnam’s, and the Prime Minister’s directions - Head of the Government of Vietnam’s administrative reform steering committee and the Ministry's direction in administrative reform work; develop the Plan for administrative reform in 2025 of the Ministry closely adhering to the key and focused contents of the administrative reform program, suitable to practical conditions to promote the development of the Ministry and the sector.

- Innovate in directing and managing the implementation of the Ministry's administrative reform program and plan, enhancing the leadership role of the Communist Party committees, as well as the responsibility of the unit chiefs in coordinating with organizational units at all levels in organizing and implementing administrative reform tasks; accurately, effectively measure the Ministry's administrative reform index (Parindex) and assess, score the 2024 administrative reform of units; increase information dissemination, propaganda on administrative reform among officials, public employees, citizens, and businesses to create consensus in implementing the Ministry’s and units’ administrative reform tasks for 2025.

- Implement the plan in 2025 to develop legal normative documents of the Ministry ensuring feasibility, meeting progress, quality, and effectiveness requirements; contribute to completing the institutional framework to enhance legal enforcement capability of the Ministry and the sector, creating momentum for agricultural development in international integration; enhance the review of documents within authority; focus on reviewing, identifying obstacles, overlaps, promptly amend, supplement inappropriate documents, resolving barriers; reduce and simplify regulations related to business activities in line with the Government of Vietnam's resolutions; promptly abolish, amend, supplement, and newly develop national standards and technical regulations to serve management and specialized inspection.

- Promote the reform of administrative procedures, enhance the efficiency of resolving administrative procedures to improve the investment and business environment; effectively and substantially reduce and simplify administrative procedures, encourage, promote investment in green agriculture, circular agriculture, enhancing national competitiveness; aim to build a service-oriented, professional, modern, and efficient administration.

- Implement the directives of the Politburo, the Central Communist Party, the Government of Vietnam, the Prime Minister, and the Minister regarding organizational reform, streamlining an effective and efficient administrative apparatus, continue to review, arrange, consolidate functions, tasks, and organizational structures of agencies, units to meet the regulatory requirements, continuously innovate the organization and management system, enhance the quality and efficiency of public service providers; promote the implementation of decentralization, authorization according to regulations; innovate, improve working methods to enhance the effectiveness and efficiency of state management activities of the Ministry and the sector.

- Strengthen discipline, administrative order within administrative agencies, promptly implement fully the directives from the Government of Vietnam, the Prime Minister, and the Ministry’s leadership; enhance inspection, supervision of public service; practice democracy, openness, transparency in appointment, promotion, evaluation of staff, and recruitment of officials and public employees to attract virtuous and talented individuals to work in the Ministry’s agencies and units.

- Promptly, synchronously, comprehensively, and uniformly implement the regulations under Decree No. 60/2021/ND-CP of the Government of Vietnam and Circular No. 56/2022/TT-BTC dated September 16, 2022, of the Ministry of Finance guiding certain contents on financial autonomy mechanism of public service providers; bolster private investment in public services, encourage economic components to invest in the development of public career fields within the sector for the public to enjoy higher quality public services. Continue reviewing and completing the legal system to innovate the management mechanism, financial mechanism for state administrative agencies, public service providers. Enhance the effectiveness of managing projects utilizing public investment capital under the management authority of the Ministry of Agriculture and Rural Development.

- Focus resources, boost the application of information technology, digital transformation, and the application of scientific, technological advancements to foster building and developing the electronic Government of Vietnam, digital Government of Vietnam of the Ministry, contributing to renewal of working methods, enhancing productivity, quality, efficiency of the Ministry and its affiliated units' activities; improve the quality of public service delivery to citizens, businesses. Promote the implementation of the national single-window mechanism as directed by Committee 1899; execute the electronic ISO, maintain the application of the TCVN ISO 9001:2015 quality management system to enhance the effectiveness and efficiency of the Ministry's units' management.
