The article below will provide the content of the Plan for administrative reform in 2025 by the Ministry of Home Affairs of Vietnam.
On December 30, 2024, the Ministry of Home Affairs of Vietnam issued Decision 971/QD-BNV concerning the Plan for administrative reform in 2025.
The Ministry of Home Affairs of Vietnam has issued the Plan for administrative reform in 2025 with several tasks, including the reform of administrative procedures as follows:
- Continue to review and simplify administrative procedures; control the issuance of new, amended, supplemented, or replaced administrative procedures towards simplification (eliminating cumbersome, overlapping procedures; eliminating unnecessary, unreasonable dossier components, etc.), publicizing and ensuring transparency regarding regulations and resolution processes.
- Perform updates, announce, and ensure promptly disclosure of newly issued administrative procedures, amended, supplemented, replaced, or annulled administrative procedures under the management function of the Ministry in compliance with the law, through various diverse methods, facilitating individuals and organizations in understanding and implementation.
- Strengthen the implementation of activities to control administrative procedures, propagate, and disseminate knowledge on the control of administrative procedures at the Ministry.
- Continue innovating the process and administrative procedures for resolving internal tasks among the agencies and units under the Ministry, focusing on simplification, integration with the advancement of information technology application, developing the digital Government of Vietnam, creating favorable conditions for general coordination in resolving tasks and specifically resolving administrative procedures.
- Endeavor to achieve a 100% digitization rate of the administrative procedure resolution results that are still valid and under the resolution authority of the Ministry of Home Affairs.
- Continue maintaining a minimum rate of 80% of administrative procedure dossiers of the Ministry of Home Affairs (excluding confidential dossiers and documents) circulated internally via electronic methods among competent authorities or related agencies.
- Aim for at least 80% of administrative procedures that require financial obligations to be implemented with online payment. At least 80% of administrative procedures under the Ministry of Home Affairs' resolution authority that are eligible shall be fully provided online and integrated, made available on the national public service portal; the online fully resolved dossier rate should reach a minimum of 50% of the total dossiers.
- Receive, process feedback, and recommendations of individuals and organizations on administrative regulations and monitor the execution of administrative procedures by units under the Ministry.
- Effectively implement the one-stop, inter-agency mechanism in resolving administrative procedures as stipulated in Decree 61/2018/ND-CP, Decree 107/2021/ND-CP dated December 6, 2021, by the Government of Vietnam, amending and supplementing several articles of Decree 61/2018/ND-CP; Decision 468/QD-TTg dated March 27, 2021, by the Prime Minister of the Government of Vietnam approving the Scheme on "Innovation of the one-stop, inter-agency mechanism in resolving administrative procedures" and related documents of the Government of Vietnam and the Prime Minister of the Government of Vietnam.
- Continue receiving dossiers and delivering administrative procedure resolution results through public postal services as per Decision 45/2016/QD-TTg dated October 19, 2016, from the Prime Minister of the Government of Vietnam.
- Effectively organize the implementation of Directive 27/CT-TTg dated October 27, 2023, by the Prime Minister of the Government of Vietnam, continuing to promote reform solutions and enhance the effectiveness of resolving administrative procedures, providing public services for people and enterprises.
