Recently, the Minister of Finance has signed and promulgated Circular 138/2013/TT-BTC providing guidance on certain provisions of the Law on Judicial Expertise and Decree 85/2013/ND-CP detailing and providing measures for the implementation of the Law on Judicial Expertise.
The facilities of the Judicial Expertise Office in the financial sector must meet the conditions listed in Article 5 of Circular 138/2013/TT-BTC as follows:

- Has its own headquarters under ownership or right of use for at least 03 (three) years from the date the Chairman of the People's Committee of the province or the central city issues the decision to establish the Judicial Expertise Office. When changing headquarters, the Judicial Expertise Office must notify in writing to the Department of Justice where it is registered to operate 01 month in advance.- Has working offices for experts and staff; has cabinets or storage or separate areas for storing expertise records.
In addition, Circular 138 also stipulates that the organization conducting judicial expertise on a case-by-case basis in the financial sector must meet the following conditions:
- Meet the conditions specified in Clause 1 Article 19 of the Law on Judicial Expertise.- Have experienced staff in specialized activities to carry out expertise.- Meet financial specialty standards and conditions to perform expertise as prescribed by current law.
