Persons undergoing compulsory rehabilitation in Vietnam are entitled to 17 kg of rice/month

On December 30, 2013, the Government of Vietnam issued Decree 221/2013/ND-CP stipulating policies for the application of administrative handling measures to compulsory rehabilitation centers.

According to Article 24 of Decree 221/2013/ND-CP, the policies on food, clothing, and daily activities for persons undergoing compulsory rehabilitation in Vietnam are as follows:

  1. The monthly food standard for patients is specified as follows: 17 kg of rice, 1.5 kg of meat or fish, 0.5 kg of sugar, 1.0 kg of salt, 0.5 kg of monosodium glutamate, 1 liter of fish sauce, 15 kg of vegetables, 15 kg of firewood or equivalent fuel.

On holidays and New Year's Eve, patients are allowed to have meals up to 3 times the normal standard; during Lunar New Year, patients can have meals up to 5 times the normal standard. The food standard is calculated according to local market prices. The diet for sick patients is determined by the Director of the compulsory rehabilitation facility based on the recommendation of the healthcare department.

  1. Patients are equipped with essential clothes and daily necessities as follows:

- Blankets (suitable for the weather conditions at the location of the compulsory rehabilitation facility) and mosquito nets: replaced every 3 years;

- Annually, each patient is provided with two mattresses, two sets of summer clothes, two sets of winter clothes, three sets of underwear, two face towels, two pairs of plastic sandals, two toothbrushes, one plastic raincoat, one hard hat, one fabric hat, two pairs of socks, and one pair of gloves. Quarterly, each patient is provided with a 150-gram tube of toothpaste, a 200 ml bottle of shampoo, one scented soap, and 1 kg of laundry soap;

- Sanitary pads for female patients: 2 packs/person/month.

- Based on the tangible provisions for patients, the compulsory rehabilitation facility formulates an annual budget estimate based on actual prices and submits it to the competent authority for approval in Vietnam.

  1. The compulsory rehabilitation facility organizes broadcasts of news programs on the radio and television system to provide patients with necessary daily information; organizes cultural, arts, sports, reading, and entertainment activities for patients during their free time from studying and labor. Based on the scale and conditions, the compulsory rehabilitation facility builds a library and reading room for patients and periodically organizes cultural exchanges between groups and teams on a monthly and quarterly basis.

More details can be found in Decree 221/2013/ND-CP, which comes into force in Vietnam from February 15, 2014.
