To be specific, in Article 48 of Decree 115/2020/ND-CP, it is stipulated that the personnel dossier for appointment must be truthfully, accurately, and fully declared in the contents listed at the sections and must be confirmed or certified by the competent authority according to regulations, including:

- The submission about the appointment signed by the head of the public service provider (for cases presented to a higher authority for appointment decision) or signed by the head of the department responsible for organizational personnel (for cases where the head of the public service provider decides);- Summary of ballot counting results attached with the minutes of ballot counting at each step in the appointment process;- Public employee profile self-declared by the individual according to the prescribed form, confirmed by the directly managing public service provider, with a color photo 4x6, taken within 06 months;- Self-review report for the last 3 years of work;- Comments and evaluations by the unit's collective leadership on ethical qualities, lifestyle, organizational discipline awareness, internal unity, work capacity, performance of duties and responsibilities over the last 3 years;- Comments from the residential party cell where the individual and their family reside. If the individual's residence is different from the family's residence, comments must be obtained from both the places where the individual resides and where the family resides;- Conclusion of the competent party committee on political standards;- Asset and income declaration form according to the prescribed format;- Copies of diplomas and certificates as required by the appointment position standards;- In the case of diplomas issued by foreign training institutions or domestic institutions in cooperation with foreign bodies, they must be certified by the Ministry of Education and Training;- Health certificate issued by a competent medical facility within 06 months.
