On February 23, 2018, the Government of Vietnam issued Decree 22/2018/ND-CP detailing some articles and measures for the implementation of copyright and related rights in the Intellectual Property Law 2005, as amended and supplemented in 2009.
Decree 23 stipulates the personal rights of the author, including:
- The right to name the work. Note that this right does not apply to works translated from one language to another.- The right to publish the work or to allow others to publish the work involves the distribution of the work to the public in a reasonable number of copies to meet the public's demand based on the nature of the work. This is done by the author or copyright owner or by other individuals or organizations with the consent of the author or copyright owner. Publishing the work does not include performing a stage, film, or musical work; reading a literary work to the public; broadcasting a literary or artistic work; exhibiting a visual art work; or constructing a building from an architectural work.- The right to protect the integrity of the work, not allowing others to modify or mutilate the work means not allowing others to modify or mutilate the work or to modify or upgrade a computer program except in cases agreed upon by the author.
