Permissible Construction Works in the Area of Industrial Explosive Materials Production Facilities

This is a notable regulation issued by the Ministry of Industry and Trade in Circular 32/2019/TT-BCT regarding the National Technical Regulation on safety in the production, testing, acceptance, storage, transportation, use, and destruction of industrial explosives materials and the storage of explosive precursors.

Circular 32/2019/TT-BCT stipulates the categories and works permitted to be constructed in the area of industrial explosive material production facilities as follows:

- Industrial explosive material production workshop.- Warehouses for raw materials, semi-finished products, and finished products.- Laboratory.- Explosion test ground and explosion test system for industrial explosive materials.- Works serving fire prevention and fighting, environmental protection, safety, and labor hygiene; production management buildings; toxic meal canteen by physical matters; medical station; guard post; production shift exchange house.- Shielding berm between the production building and the warehouse.- Power and heat supply system.- Lightning protection system.- Fuel storage embankments.- Water supply and drainage system.- Works for storing solid waste materials after production, disposal of industrial explosive materials.- Hiding positions in case of emergency.

For each category and work mentioned above, construction must meet the specific requirements stipulated in this Circular. For instance, the regulations for industrial explosive material production workshops include:

- Must be built with non-combustible materials and ensure fire prevention and fighting according to QCVN 06:2010/BXD.- Must be naturally or forcibly ventilated.- Must have easily recognizable emergency exits with no less than 02 exits, and ensure the distance from the door to the farthest point in the building does not exceed 15 meters. Emergency doors must be no smaller than 1.2m x 2.2m and must have emergency exit and guidance lights. The emergency door must open in the direction leading directly out of the building.- The production workshop floor must always be dry, non-slip, crack-free, void-free, elevated at least 0.2m above the surrounding level, made or covered with non-combustible, waterproof materials that aren't corroded when in direct contact with explosive substances or their precursors. Surrounding the workshop, there must be a water drainage system ensuring no flooding.
