Periodic speaking and provision of information to the Press by the People's Public Security Forces of Vietnam - Illustration

Clause 1, Article 4 of Circular 11/2019/TT-BCA stipulates the periodic speaking and providing information to the press by the Ministry of Public Security as follows:

- The Chief of Office shall lead, cooperate with the heads of units under the Ministry, and the Directors of Provincial-level Public Security to periodically organize the provision of information not classified as state secrets to the press on the following contents:

- The situation and results of the work to protect national security, ensure social order and safety, combat crime, and legal violations, and build the People's Public Security Forces of Vietnam;

- The policies, solutions, programs, plans of work of the Communist Party's Central Public Security Committee and the Ministry of Public Security regarding the work of protecting national security, ensuring social order and safety, combating crime, and legal violations, and building the People's Public Security Forces of Vietnam. The Ministry of Public Security’s stance and policies on resolving issues of public and media concern;

- Contents of the Ministry of Public Security’s conferences and meetings that need to be widely disseminated to the public;- Other activities of the Ministry of Public Security that need to be announced to the press as decided by the Minister of Public Security.

- The periodic provision of information to the press by the Ministry of Public Security shall be carried out through the following forms:

- Monthly provision of information to the press on the Electronic Portal of the Ministry of Public Security;

- Organizing press conferences every three months to provide information to the press;

- In necessary cases, providing information to the press in writing or directly at the weekly press briefings organized by the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association;

- Provide information promptly and accurately to the Electronic Portal of the Government of Vietnam as prescribed by law.

Furthermore, Clause 2, Article 4 of Circular 11/2019/TT-BCA stipulates that Provincial-level Public Security should periodically provide information not classified as state secrets to the press about the situation and results of their national security protection work, ensuring social order and safety, combating crime, and legal violations, and building the People's Public Security Forces of Vietnam of their units as follows:

- Monthly provision of information to the press and updating information on their unit's Electronic Portal or Website as prescribed by the Government of Vietnam on the provision of information and online public services on the Electronic Portal or Website of state agencies;

- Assigning personnel to speak and provide information at the Ministry of Public Security and provincial-level People’s Committee press conferences upon request;

- Providing direct information at press briefings organized by the provincial Communist Party Committee’s Propaganda Department, the Information and Communications Department, and the provincial-level Journalists Association;

- In necessary cases, organizing the provision of information to the press in writing;

- Provide information promptly and accurately to the Electronic Portal of the Ministry of Public Security and the Electronic Portal of the provincial-level People’s Committee as prescribed by law.
