Period Not Counted for Teaching Allowance for Persons with Disabilities

On August 10, 2017, the Ministry of Labor, War Invalids and Social Affairs issued Circular 22/2017/TT-BLDTBXH guiding the implementation of certain provisions of Decree 113/2015/ND-CP stipulating the preferential allowance and job responsibility allowance for educators in public vocational education institutions.

Circular 22 stipulates that during the following periods, allowances will not be granted to teachers instructing individuals with disabilities:

- The period of business trips, working assignments, or studying abroad receiving 40% of the salary according to Clause 4, Article 8 of Decree 204/2004/ND-CP dated December 14, 2004;- The period of domestic business trips or studying without teaching continuously for more than 3 months;- The period of personal leave without salary for 1 month or more continuously;- The period of sick leave or maternity leave exceeding the term stipulated by current Social Insurance Law;- The period of suspension from teaching.

Note: Job responsibility allowances and preferential allowances for teachers specializing in instructing individuals with disabilities are paid together with the monthly salary, including the summer vacation period.
