People's Committees and Women's Unions periodically assess the implementation of child protection policies in Vietnam (Internet image)
Article 6 of Decree 56/2012/ND-CP stipulates that Ministries, central authorities, and People's Committees at all levels in Vietnam organize the implementation to ensure that the Vietnam Women's Union at all levels participate in state management as follows:
- Working schedules:
- Biannually, People's Committees of communes and suburban districts shall work with Women's Unions of the same levels to review and assess the implementation of regimes and policies and the latter's proposals related to the rights and interests of women, children and other matters under law;
- Annually, leaders of provincial-level People's Committees shall work with the Standing Committees of Women's Unions of the same levels to review and assess the implementation of mechanisms and policies and the latter's proposals related to the rights and interests of women, children and other matters under law;
- Annually, the Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Government Office in, including in the regular working schedule between the Prime Minister and the Presidium of the Vietnam Women's Union the assessment of the fulfillment of responsibilities of ministries, sectors and People's Committees at all levels for ensuring the participation in the state management by Women's Unions at all levels.
- Preliminary and final reviews:
- At the communal level, People's Committees of communes shall annually assume the prime responsibility for, and coordinate with the Women's Unions of the same level in, assessing the implementation of this Decree, and send reports to district-level People's Committees for summarization and assessment and submission to provincial-level People's Committees;
- At the ministerial and provincial levels, ministries, sectors and provincial-level People's Committees shall conduct preliminary reviews every two years and send reports to the Ministry of Home Affairs;
Note: Every five years, the Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Vietnam Women's Union in, conducting a national review.
