The content mentioned in Decision 2552/QD-UBND on the plan to implement and monitor the implementation of the Campaign "Ho Chi Minh City residents do not litter on roads and canals for the cause of a clean, green, and environmentally friendly city" in 2023.

Objectives

1. Continuing to implement and maintain 100% of wards - communes - townships to hold dialogues with the people about the current situation of environmental sanitation in the area to propagate and mobilize awareness of environmental protection and listen to suggestions and proposals in environmental management; resolving 100% of the petitions of the people according to the authority of the wards - communes, and towns.

2. Mobilizing 100% of agencies and businesses located in the area to sign a commitment not to litter on the street, to maintain environmental hygiene and urban beauty.

3. Striving to fulfill the target of 100% of the people-founded garbage collectors to transform their operating models and establish cooperatives/enterprises/organizations with legal status.

4. Striving to ensure that daily-life solid waste transfer stations in the city meet technical requirements and environmental protection according to current regulations.

5. Striving to maintain the rate of 100% of environmental pollution points caused by the backlog of waste to be solved, not to re-create and generate more pollution points, increases the rate of converting polluted points into community living quarters.

6. 95% of the neighborhood - hamlet - clean, not littering the streets and canals.

7. 70% of wards - communes - townships have at least one green space development project in existing residential areas.

8. 100% of supermarkets, trade centers, convenience stores, and bookstores use environmentally friendly packaging to replace hard-to-decompose plastic bags; Small businesses at residential markets reduce 65% of single-use plastic products, non-biodegradable plastic packaging used by small businesses at residential markets in packaging and containing products for consumers.

9. 85% of wards - communes - towns meet the criteria of "Clean, green, and environmentally friendly wards – communes".

The aim of the campaign is to:

Maintain and improve solutions that are evaluated as effective to implement the Campaign in order to propagate and mobilize all classes of people to participate in environmental protection activities, contributing to a clear change in environmental sanitation in residential areas, agencies, and units located in the city.

Monitor the implementation and the roles and responsibilities of local leaders, agencies, and units in the implementation of the Campaign to ensure that it is effective and substantive.

Heads of departments, branches, People's Committees of Thu Duc City, and districts are responsible for implementing the assigned tasks in this Plan.

Periodically, before June 10, September 10, and December 1, 2023, report the results of the implementation of the assigned targets and tasks to the City People's Committee (through the Department of Natural Resources and Environment) to summarize and report the results to the Standing Committee of the City Party Committee.
