Recently, Decree 71/2019/ND-CP has been unanimously promulgated by the Government of Vietnam, stipulating administrative penalties for violations in the field of chemicals and industrial explosives.
Currently, the activities of decanting and packaging chemicals must comply with the requirements stipulated in Article 7 of Decree 113/2017/ND-CP.

For individuals who violate regulations related to decanting and packaging chemicals, the Government of Vietnam has uniformly applied administrative penalty regulations as per Decree 71/2019/ND-CP, specifically:
- A fine ranging from VND 5,000,000 to VND 10,000,000 is imposed for not separately storing used chemical containers that are still being reused for decanting and packaging chemicals.- A fine ranging from VND 10,000,000 to VND 15,000,000 is imposed for decanting and packaging chemicals into containers or packages that are not sealed and sturdy.- A fine ranging from VND 15,000,000 to VND 20,000,000 is imposed for any of the following violations:
- Failing to check and clean used chemical containers before decanting and packaging chemicals;- Conducting decanting and packaging of chemicals at locations that do not meet the conditions for fire and explosion prevention, environmental protection, and occupational health and safety as stipulated by law.
Thus, the highest penalty is VND 20,000,000 for violating regulations related to decanting and packaging chemicals. Additionally, some of these violations may also require implementation of measures to remedy environmental pollution if there is a loss of environmental safety as prescribed in Decree 71/2019/ND-CP.
