This is the new content stipulated in Decree 23/2017/ND-CP amending Decree 162/2013/ND-CP on the sanctioning of administrative violations in the maritime zones and continental shelf of Vietnam.
Previously, according to the provisions of Decree 162/2013/ND-CP, penalties were imposed for the acts of transporting, trading, exchanging, and transferring goods illegally in the territorial waters, islands, and continental shelf of the Socialist Republic of Vietnam for goods valued over VND 10,000,000.
To be specific, the acts of transporting, trading, exchanging, and transferring goods without documentation, incomplete documentation proving the legality of the goods, or for goods requiring special conditions for business or transportation at the time of inspection, if not having or not sufficiently having accompanying documentation to prove the legality of such goods, shall be fined as follows:
- A fine ranging from VND 3,000,000 to VND 5,000,000 for goods valued under VND 10,000,000;- A fine ranging from VND 5,000,000 to VND 10,000,000 for goods valued from VND 10,000,000 to under VND 20,000,000;- A fine ranging from VND 10,000,000 to VND 15,000,000 for goods valued from VND 20,000,000 to under VND 50,000,000;- A fine ranging from VND 15,000,000 to VND 20,000,000 for goods valued from VND 50,000,000 to under VND 70,000,000;- A fine ranging from VND 20,000,000 to VND 25,000,000 for goods valued from VND 70,000,000 to under VND 100,000,000;- A fine ranging from VND 25,000,000 to VND 30,000,000 for goods valued over VND 100,000,000 without criminal liability.
