Draft Decree

The Ministry of Education and Training is collecting comments on the draft Decree amending and supplementing a number of articles of Decree 116/2020/ND-CP on policies to support tuition payments and living expenses for pedagogical students.

The draft proposes that pedagogical students be supported by the state with 3.63 million VND/month to cover living expenses while studying at school.

From the second year and the following years of study, pedagogical students with weak overall academic average scores or weak training scores will not be considered for support to pay living expenses.

Teacher training establishments consider supporting living expenses for pedagogical students according to the school year.

Thus, if the Draft is approved, from the second year and the following years of study, pedagogical students with weak average academic scores or weak training scores will not be considered for living expense support of 3.63 million VND/month.

2. Procedures for registering for support for tuition and living expenses in Vietnam

The Draft proposes procedures for registering for support for tuition fees and living expenses as follows:

- Every year, based on the targets announced by the Ministry of Education and Training, teacher training facilities notify candidates who are admitted to teacher training majors to register according to assigned tasks, place orders, or bid or train according to social needs within the scope of targets announced by the Ministry of Education and Training.

- Within 30 days from the date of receiving notification of admission, pedagogical students submit an application for benefits and a commitment to reimburse tuition and living expenses to the teacher training facility (Form No. 01 in the Appendix issued with Decree 116/2020/ND-CP) in the form of direct submission, by post, or online (if any).

Students only submit 01 set of documents for the first time, requesting support during their entire study period at the teacher training facility.

- Teacher training facilities synthesize and notify localities that have assigned tasks, placed orders, or bid to agree on consideration of support for pedagogical students who are assigned tasks, ordered, or bid.

- The agency assigns tasks, orders, or bids to develop criteria for selecting admitted pedagogical students and coordinates with teacher training establishments to ensure fairness, openness, and transparency.

- Within 15 days from the closing date of receiving registration applications, the teacher training facility reviews the list, notifies students to receive support policies for tuition and living expenses, and reports to superior agencies for funding according to regulations.

- The list of pedagogical students eligible for tuition and living expense support policies is published on the website of the teacher training facility.
