This is stipulated in Circular 13/2017/TT-BNNPTNT issued by the Ministry of Agriculture and Rural Development regarding the National Technical Regulations in the field of Veterinary Medicine.
According to Circular 13, individuals involved in animal slaughtering must meet the following 04 requirements:
- Must undergo training and receive a certificate of knowledge regarding food safety issued by a competent unit in accordance with current regulations for the establishment owner and direct participants in the slaughtering process.
- Must undergo periodic health check-ups in accordance with the regulations of the Ministry of Health; must not have any infectious diseases as listed by the Ministry of Health and obtain a Health Certification before commencing their duties.
- Must comply with personal hygiene practice regulations:- Must wear protective work gear; protective work gear must be regulated by the establishment, unified, and cleaned before and after each slaughtering shift;- Must use waterproof material bandages for individuals with open wounds;- Maintain personal hygiene: use protective gear correctly, do not wear rings or watches while working;- No eating, drinking, smoking, or spitting in the slaughtering area;- No bringing food or drinks into the slaughtering area;- Must wash hands with soap before slaughtering, after using the restroom, or after contact with contaminated materials.
- Must be trained in slaughtering procedures that ensure veterinary hygiene and humane treatment of animals in accordance with veterinary law for individuals involved in slaughtering.
