On August 29, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 4857/BGDDT-GDCTHSSV on enhancing the work of propaganda, legal education on traffic safety, prevention of drugs, and school violence for students in the 2024-2025 school year in Vietnam.

To be specific: regarding traffic safety education, the Ministry of Education and Training requires the Departments of Education and Training; universities, academies; teacher training colleges (collectively referred to as units) to strengthen direction, implementation of the following contents:

- Intensify propaganda, dissemination, and legal education on traffic safety and safe traffic participation skills for students; enhance guidance for students to comply with traffic safety regulations when operating vehicles; coordinate with Youth Union, Associations within schools, and local government authorities to ensure traffic safety order around school areas.

- Effectively implement cooperative programs on enhancing propaganda, dissemination, and legal education on traffic order and safety in educational establishments.

- Propagate, mobilize managers, educators, employees, and students to strictly adhere to legal regulations when participating in traffic, specifically: "No drinking and driving"; "No using phones while operating vehicles"; "Wear standard helmets when riding on motorcycles, motorbikes, and electric bicycles"; "Fasten seat belts when riding in cars" ...; comply with traffic rules; prevent accidents on steep, mountainous roads with high risks of road and rail traffic accidents; comply with safety regulations on inland waterway transport ...

- Departments of Education and Training:

+ Direct local educational institutions to ensure parents sign commitments with schools to strictly comply with the regulation on helmet-wearing for students riding on motorcycles, motorbikes, and electric bikes; not to let students drive motorcycles, motorbikes when underage or without a driver’s license at the beginning of the 2024 - 2025 school year;

+ Direct local educational institutions with bus contracts for transporting kindergarten children, students to choose reputable service providers, ensure quality vehicles meeting technical requirements for safe operation, and ensure drivers have good awareness, cultured behavior towards students, and strictly comply with legal regulations on traffic order and safety.

- Universities, academies; teacher training colleges: integrate dissemination, propagation, legal education on traffic order and safety for students through the Citizen - Student Week at the beginning of the 2024 - 2025 school year; focus on directing and facilitating voluntary youth and youth vanguard forces to assist with traffic during the welcome of new students to avoid congestion at traffic hubs.

- Develop specific implementation plans for propaganda, legal education on traffic order and safety during the National Day holiday on September 2, 2024, and "Peak Month for traffic safety for students - September".
