Packaging and Containers of Industrial Explosives Required to Have Commodity Labels

Issued together with Circular 32/2019/TT-BCT is the National Technical Regulation on safety in the production, testing, acceptance, storage, transportation, usage, and disposal of industrial explosives and the preservation of explosive precursors (Designation: QCVN01:2019/BCT). The production of industrial explosives (abbreviated as VLNCN) is understood as the process of creating explosives, explosive accessories, including the manufacture of explosives at the usage site, the recycling, packaging, and labeling of industrial explosive materials but does not include splitting and packaging to create explosive amounts as needed at the blasting site with supplementary labeling.

Organizations and individuals involved in activities related to industrial explosives, the preservation of explosive precursors within the territory of Vietnam and other related organizations and individuals must comply with the requirements on goods labeling:

- Packaging and containers of VLNCN must be labeled according to legal regulations before being circulated and used in Vietnam.- Safe VLNCN used for underground mines with gas and explosive dust must have packaging or yellow, orange, or yellow-orange wrapping strips to distinguish them from other types of VLNCN.

In addition, VLNCN is classified according to the level of danger and safety requirements in storage, transportation, and use following the regulations in Appendix 1 of this Regulation.

For locations constructing production facilities, storage warehouses for VLNCN, a safe distance from structures and protected objects must be ensured as per regulations. Investment, construction, repair, and renovation of VLNCN production facilities; storage warehouses for VLNCN, and explosive precursors must comply with the legal regulations on investment in construction works, environmental protection, safety, and fire prevention and fighting.
