Below is the content of the children's healthcare service package implemented by the commune health stations in Vietnam from December 19, 2024.

On November 4, 2024, the Minister of Health of Vietnam issued Circular 30/2024/TT-BYT prescribing the list and content of basic medical service packages implemented by communal health stationss, wards, and commune-level towns.

In Section I of the Appendix issued with Circular 30/2024/TT-BYT, the healthcare service package for children implemented by the communal health stations in Vietnam includes:

I. Healthcare Service Package for Children
Service 1 Consultation, Screening, Heel Prick Blood Collection for Newborns to Screen (Excluding Testing Costs)
1. Location: at the communal health stations, at home, or at a community service delivery point.
2. Subjects: newborns aged from 24 hours to 72 hours (optimal time for newborn blood sampling is 48 hours after birth).
3. Frequency: 01 time per child.
4. Content:

- Consult parents or guardians about the significance, benefits, and potential risks of techniques applied in screening; the procedure of steps for each specific case, consequences due to diseases related to endocrine-metabolic-genetic disorders;

- Collect newborn heel blood sample using specialized blotting paper;

- Preserve and transport to a healthcare facility offering newborn screening test services;

- Instruct parents or guardians to bring newborns to appropriate healthcare facilities for diagnostic techniques if screening results indicate risk of congenital abnormalities, diseases related to endocrine-metabolic-genetic disorders;

- Notify screening results to the subjects.
5. Procedure and implementation guidelines:

Service 2 Management of High-risk Cases after Newborn Screening
1. Location: at the communal health stations, at home, or at a community service delivery point.
2. Subjects and Frequency:

- In high-risk cases of diseases related to endocrine-metabolic-genetic disorders after newborn screening, the frequency is 01 time per child;

- In cases diagnosed with diseases related to endocrine-metabolic-genetic disorders after newborn screening, the frequency is 01 time per child per month.
3. Content:

- Establish monitoring and management records for children;

- Home visits to families with newborns diagnosed high risk for endocrine, metabolic, and congenital genetic disorders after screening;

- Manage subjects diagnosed with diseases related to endocrine-metabolic-genetic disorders;

- Counsel, guide, and monitor the treatment and care process for children diagnosed with diseases related to endocrine-metabolic-genetic disorders.
4. Procedure and implementation guidelines:

- Circular 34/2017/TT-BYT;

- Circular 30/2019/TT-BYT;

- Decision 1807/QD-BYT in 2020.
Service 3 Regular Health Check and Care for Children under 06 Years Old not Attending School
1. Location: at the communal health stations or a healthcare facility.
2. Subjects: children under 06 years old not attending school.
3. Frequency:

- Children over 01 month to under 24 months old: every 06 months;

- Children 24 months to under 06 years old: every 01 year.
4. Content:

- Assess nutrition status and physical, mental, and motor development;

- Screen and detect diseases, abnormal signs, and disease risks;

- Check vaccination and provide vaccination advice according to children's vaccination schedules;

- Counsel and guide parents and child caregivers on: monitoring child development through growth charts; age-appropriate nutrition; preventing and combating micronutrient deficiencies; oral care, personal hygiene; preventing accidents and injuries; recognizing abnormal signs, disease risks, and handling;

- Conclude on health status; counsel and refer to appropriate healthcare facilities if diseases or abnormal signs or disease risks are detected;

- Issue dietary supplement products (if any) or counsel and guide parents on using dietary supplements for children from 06 months to under 36 months;

- Record results of regular health checks in the child's health monitoring record and the mother and child health monitoring book.

Service 4 Regular Health Check and Care for Students
1. Location: at the communal health stations, healthcare facility, or educational institutions on the commune premises.
2. Subjects: children in preschools and students in general educational institutions.
3. Frequency: 01 time per year.
4. Content:

- Health checks for children and students, including physical examination, blood pressure, heart rate, vision, hearing...; detect cases of malnutrition, obesity, poor vision, scoliosis, dental disease, mental health disorders, and other diseases depending on each educational level;

- Check vaccination records and provide vaccination advice;

- Provide nutritional and physical activity guidance and policies for children, students, and parents;

- Issue dietary supplement products (if any) or counsel and guide parents on supplementing micronutrients for children from 6 months to under 36 months.
