Oversight of Diseases and Infectious Disease Epidemics: Content and Guidelines

This is one of the important regulations in Circular 17/2019/TT-BYT issued by the Ministry of Health providing guidelines on monitoring and responding to infectious diseases and epidemics.

Article 6 Circular 17/2019/TT-BYT stipulates the monitoring contents for individuals with infectious diseases, carriers of infectious microorganisms, and individuals suspected of having infectious diseases:

- Full name, age, gender, occupation, contact phone number, address of residence, place of study or work; location and time of infection onset; disease progression, symptoms, diagnosis, and treatment process; healthcare facilities attended before the infection; information on laboratory-confirmed causative agents; obstetric history, immunization history and immune status, travel history within and outside the country, exposure history, contact information, and related epidemiological factors;- Economic, cultural, and social conditions at the monitoring location: living standards, lifestyle, living conditions, customs, demographic structure, ethnic structure, and disease structure; geography, climate, and weather conditions including: geographical area, season, temperature, rainfall, humidity, wind direction, and other risk factors.

For infectious agents: strain, species, group, type, subtype, gene, genotype, biological characteristics concerning drug resistance, morphological changes, genes, and transmission methods.

For disease vectors:

- Animals: quantity, relationship with humans, and other characteristics as required. Specifically for insects, additional monitoring on: biological characteristics, species composition, monitoring indices, and chemical sensitivity;- Food: ingredients, origin, preparation method, storage, transportation, and distribution;- Environment: soil, water, and air;- Other objects carrying infectious agents.

Additionally, based on infectious diseases and epidemics, monitoring subjects, monitoring requirements, and the responsible monitoring units will select appropriate monitoring contents.
